Chapter 1: Proposal Summary
BSI EHS Services and Solutions (BSI) is pleased to present this proposal to partner with the Town of
Los Gatos (The Town) in creating and maintaining high quality Environmental Health and Safety
(EH&S) programs. This proposal contains information about our organization, our qualifications to
serve The Town as an EH&S resource, our references for work with other government agencies
similar to The Town, our proposed work plan, and proposed innovations that we believe will create
additional efficiencies and cost savings for The Town in the delivery of EH&S programs. Within the
proposal, we will outline the specific team that will deliver the majority of the day-to-day support, as
well as the additional resources we have within the organization to help supplement this team with
specific subject matter expertise.
Our long history of working with local city and county government agencies as well as other
municipalities, combined with our support of The Town’s Safety and Ergonomics programs over the
last four years, provides a unique opportunity to combine benchmarking of best-in-class programs
in local government with a deep understanding of day-to-day Town operations. This understanding
and industry perspective will allow BSI to deliver top quality support in the most efficient manner
possible. We have enjoyed and appreciated working with The Town over the last four years to
create strong safety and ergonomics programs, and we look forward to the opportunity to continue
to improve the programs moving forward.

minutes from the previous quarter, and prepare a draft agenda for the committee chairs
to review. Following feedback from Town staff, BSI will prepare a final agenda to be
distributed to all committee members.
• On the day of the quarterly committee meeting, BSI will be present at the meeting, and

• Documentation and creation of a JHA for each task, using the TLG JHA format developed
in 2017. The JHA document consists of an identification of the task, scope of work for
that task, PPE requirements, breakdown of job steps, and for each step, the identified
hazards or risks, and the recommended hazard controls. Final documents will be
provided in PDF format.
• One draft version of each JHA will be provided for review and comment by TLG staff. All
JHAs will be quality reviewed by a BSI Certified Safety Professional (CSP).

Chapter 6: Proposed Innovations
Customized Computer-Based training modules:
BSI EHS Services and Solutions can provide a customized, interactive, computer-based learning
module to address the typical safety hazards encountered by Parks and Public Works, Community
Development, and Police Department staff. These modules would be created to address the specific
job tasks and hazards of these groups, and would include interactive knowledge checks throughout
the training to keep employees engaged and check comprehension throughout the learning module.
The training content and script will be developed initially in Microsoft PowerPoint format and
presented to The Town for review. The training content will then be imported into Articulate
Storyline and BSI will record the voiceover content. These computer-based modules would be
loaded onto The Town’s Learning Management System, and could then be accessed by Town
employees at any time. This would allow for new hire training, make-ups for staff who may have
missed in-person sessions, and additional supplemental training for all staff throughout the year.
While this online training cannot completely replace all in person training, especially for high-hazard
tasks, it would provide a complement to the in-person sessions and a mechanism to ensure all staff
receive the basic minimum safety training for their respective positions. These modules can be used
for many years to come, significantly increasing their value and decreasing the cost/employee for
training.
BSI proposes the following three computer-based modules:
PPE and Safety Training: The items addressed in this training would include personal protective
equipment use, confined space awareness level, work at heights, electrical safety, lockout/tagout,
tree work safety, traffic control and flagging, heat illness prevention, machine shop safety, manual
material handling and ergonomics, hazardous materials and waste handling.
Police Department Safety Training: This module would include bloodborne pathogens,
communicable diseases, confined space awareness, hearing and auditory protection, slips and falls
prevention, work zone and traffic visibility.
Community Development Department Safety training: This module would include slips/trips/falls,
hazardous materials awareness, heat illness prevention, confined space awareness, and electrical
safety.
The cost estimate for the development of each of these modules is $10,000-$30,000/module
(depending on length and complexity/features selected).
