SUBJECT: APPROVE THE WORK PLAN FOR THE GENERAL PLAN UPDATE
REMARKS:
The following questions were received from a Councilmember after distribution of the staff
report; staff responses follow in italic font:
1. What are the dates/time frames for the steps in the work plan?
No dates or time frames are currently set for the work plan. The actual schedule will depend
on how quickly the Town selects a qualified consultant and the consultant’s proposed
dates/time frames for each task. In the Request for Proposals, staff can include an option
for an accelerated time frame and request the associated budget for the faster option.
When Council approves the consultant contract, it can determine if the time savings are
worth the extra costs (assuming it is within the General Plan Update budget).
2. Significantly, when will the Council have a study session regarding objective standards
law(s) and revise our ordinances as necessary?
The Town is working to schedule a joint study session with the Planning Commission on the
new Housing Laws. The Town is currently implementing all of the new laws. Recognizing
that the Council may wish to modify or add new objective standards, staff could include this
discussion as part of the Study Session to obtain input and direction. For example, Council
identified the possibility of General Plan amendments that could come forward prior to the
completion of the General Plan Update during the discussion on February 6, 2018. The
Town’s staff capacity to modify the General Plan, Zoning Code, and/or other documents is
currently limited because of the staff work associated with the North 40 amendments and
the Planned Development Study Committee recommendations.
