APPROVE THE PLANS AND SPECIFICATIONS FOR THE ANNUAL STREET REPAIR AND RESURFACING PROJECT (ARTERIAL/COLLECTOR OVERLAY) AND AUTHORIZE THE TOWN MANAGER TO ADVERTISE THE PROJECT FOR BID. B. AUTHORIZE THE TOWN MANAGER TO AWARD AND EXECUTE A CONSTRUCTION AGREEMENT IN AN AMOUNT NOT TO EXCEED $2,190,000 INCLUDING CONTINGENCIES. C. AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS IN AN AMOUNT NOT TO EXCEED TEN PERCENT OF THE CONTRACT AWARD AMOUNT. D. AUTHORIZE THE TOWN MANAGER TO ENTER INTO A REIMBURSEMENT AGREEMENT WITH THE CITY OF SAN JOSE FOR PAVEMENT WORK. E. REMARKS: The following question was received from a Councilmember after distribution of the staff report; staff responses follow in italic font: What is the forecast list for street maintenance and why is it so expensive to maintain some streets like Blossom Hill Road and National Avenue? National Avenue was on this list for use of SB1 funds to complete an asphalt overlay in 2019. Other streets on the list for maintenance beyond 2019 include parts of Knowles, Union Avenue, and Quito Road, as identified in staff’s report. This list is also included in the FY 2018-2019 Five Year Capital Improvement Program budget in compliance with the requirements of SB1. Additionally, in the December 18, 2018 Town Council Report on the upcoming rubber cape seal project, staff noted that Blossom Hill Road would also be included in the 2019 overlay project because of the rapidly deteriorating pavement surface of the street. Should Council approve the plans and specifications and authorize the bidding of National Avenue and Blossom Hill Road, the Town will deliver both a rubber cape seal project and an overlay projec t in 2019. In future years, staff will continue to review the Town streets annually to identify those most beneficial streets to receive maintenance given the allocated budget, pavement condition, and utilization. As discussed previously with the Council, it costs less to maintain pavements in good condition than repairing pavements when they drop into more expensive repair categories. The pavement condition on National Avenue and Blossom Hill Road requires a more robust pavement rehabilitation treatment because of the deterioration. Street failures often occur on and below the surface, with the degree of failure determining the most appropriate remedy. To determine the most cost-effective way to implement the more robust treatments, staff hires a paveme nt consultant to test the strength of the existing pavement including the underlying base strength. Following this testing and analysis, the pavement consultant provides the Town with a list of alternatives for fixing the street. Staff then picks the least expensive and longest lasting repair solution. Adverse impacts to residents and traffic are also taken into account. If staff “guessed” at a repair solution, it is likely the pavement structure would either be overdesigned or would fail early, either way costing the Town more to maintain the street surface. The project’s main cost is in the traffic control, pavement grinding and replacement of the asphalt surface. Some inconsequential costs include adjusting utility covers to grade and striping replacement. Attachment previously received with Staff Report: 1. Reimbursement Agreement
