APPROVE THE PLANS AND SPECIFICATIONS FOR THE ANNUAL STREET REPAIR AND RESURFACING PROJECT (RUBBER CAPE SEAL) AND AUTHORIZE THE TOWN MANAGER TO ADVERTISE THE PROJECT FOR BID. B. AUTHORIZE THE TOWN MANAGER TO AWARD AND EXECUTE A CONSTRUCTION AGREEMENT IN AN AMOUNT NOT TO EXCEED $859,232, INCLUDING CONTINGENCIES. C. AUTHORIZE STAFF TO EXECUTE POTENTIAL CHANGE ORDERS IN AN AMOUNT NOT TO EXCEED TEN PERCENT OF THE CONTRACT AWARD AMOUNT. RECOMMENDATION: Staff recommends that the Town Council: 1. Approve the plans and specifications for the Annual Street Repair and Resurfacing Project (Rubber Cape Seal) and authorize the Town Manager to advertise the project for bid. 2. Authorize the Town Manager to award and execute a construction agreement in an amount not to exceed $859,232, including contingencies. 3. Authorize staff to execute potential change orders in an amount not to exceed ten percent of the contract award amount. PAGE 2 OF 4 SUBJECT: PPW JOB NUMBER 18-811-9901 ANNUAL STREET REPAIR AND RESURFACING PROJECT (RUBBER CAPE SEAL) DATE: DECEMBER 13, 2018 S:\COUNCIL REPORTS\2018\12-18-18\Rubber Cape Seal\Staff Report.docx 12/13/2018 2:44 PM BACKGROUND: The Town’s adopted FY 2018/19-2022/23 Capital Improvement Program (CIP) Budget designates funding for the Town’s Street Repair and Resurfacing Program. This is a recurring annual project for street rehabilitation activities throughout the Town to enhance vehicular safety and maintain the roadway infrastructure in Los Gatos. It is important for the Town to complete the annual street maintenance projects each year to prevent Town streets from falling into more expensive repair categories. At the Council meeting on June 5, 2018, the Council approved the street list for the propos ed rubber cape seal project, authorized staff to move forward with the design and bring the plans and specifications back to Council prior to bidding. The plans and specifications for the project have been completed and are available for review on the PPW capital improvement webpage at www.losgatosca.gov/108/Capital-Improvement-Program. DISCUSSION: Rubber Cape Seal Project As noted in the June 5, 2018 Council report, in addition to maintaining the Town’s arterial streets, it is important to continue to address the needs of the Town’s collector and residential streets. Last year’s street rehabilitation project included a focus on preventive maintenance on collector and residential streets through slurry seals. Slurry seals align with the concept of keeping streets in good condition and not letting them drop into more expensive repair categories. The streets approved by Council for inclusion in th is year’s rubber cape seal project include streets that have fallen into repair categories that are beyond what can be rehabilitated with a slurry seal. These streets are listed in Attachment 1. Rubber cape seal is a thin coating of liquid rubber asphalt that is placed on the street, covered with small aggregate and topped with a slurry seal. Additional pavement repairs will be completed on these streets and will include digging out and replacing sections of pavement (digouts) and placing a thin asphalt overlay on sections of the street (leveling course). Treating these streets now with a rubber cape seal will prevent the need for a structural overlay or reconstruction in the future, which are significantly more expensive treatments. In addition to the previous Council approved streets, staff is proposing to add three new streets to the rubber cape seal project. The first two streets, Drakes Bay Avenue and Drakes Court, were part of the Town’s approved 2017 slurry seal project list. These streets were removed from the slurry seal project list at the start of construction because the pavement condition worsened over the rainy season and these streets now require a rubber cape seal. SJWC has now completed the work and staff is recommending Teresita Way be added to this year’s rubber cape seal project to address the continued degradation of the roadway and extensive utility cuts caused by SJWC. The Town requires all utility companies to pay a street rehabilitation fee when they trench in Town streets. These funds are meant to address streets following completion of utility company work, such as Teresit a. Arterial Street Overlay Project In addition to the Rubber Cape Seal project, the pavement maintenance program will include an overlay project as well. The two projects are separated to take advantage of a contractor base that specializes in each type of work. Staff will return to Council in February of 2019 for the approval of the plans and specifications for a collector/arterial street overlay project. Staff is proposing an asphalt overlay on two Town streets, and one of the proposed streets is National Avenue from Los Gatos Almaden Road to Samaritan Drive. Council approved the use of State pavement rehabilitation funds from Senate Bill 1 for use on National Avenue at the April 17, 2018 Town Council meeting. Half of the street from Drakes Bay Avenue to Samaritan Drive is owned by the City of San Jose (CSJ). Staff will reach out to the CSJ to explore whether they would like to include their street section in the Town’s project. Should CSJ want to include their portion of the street in the project, staff will return to Council with the proposed reimbursement agreement at the time staff returns to Council for the approval of the plans and specifications. The second proposed overlay street is Blossom Hill Road (BHR) from Los Gatos Boulevard to Santa Cruz Avenue. The Town previously overlaid a substantial portion of BHR during the Town’s 2017 and 2018 overlay projects. The newly proposed sections of BHR to receive an overlay have seen significant deterioration over the past several years, with the overall PCI of the proposed sections dropping to 57. In addition to BHR’s significance as a major arterial roadway within the Town, a portion of this area is proposed to receive the Town’s new Class IV barrier bike lanes. The pavement section should be overlaid prior to the new Class IV bike lane installation and striping to ensure the longevity of these new improvements, which will adhere to the roadway pavement. Metropolitan Transportation Commission Consultant Street Assessment Update PPW applied for and received MTC’s Pavement Management Technical Assistance Program (P- TAP 19) award, which provides for MTC to hire a pavement consultant to assess all 107 miles of Town streets. At the time staff returns to Council for approval of the plans and specifications for the overlay of National Avenue and Blossom Hill Road, staff will provide an update on the street pavement assessment, which is currently being completed by MTC’s consultant, Quality Engineering Solutions (QES). This update will include preliminary budget scenarios that will show the effect of adding additional money to the Town’s pavement maintenance program to allow the Council to have this information prior to the FY 19/20 budget discussions. The final QES pavement report will be available for Council’s review in the Spring of 2019. CONCLUSION: Approval of the recommended actions will allow for delivery of a rubber cape seal project as the first of two projects to maintain the Town’s pavement.
