SUBJECT: REVIEW AND APPROVE THE SCOPE OF SERVICES FOR A REQUEST FOR
PROPOSALS FOR A COMPREHENSIVE PARKING STUDY
REMARKS:
The following questions were received from a Councilmember after distribution of the staff
report; staff responses follow in italic font:
1. Was the Transportation and Parking Commission input incorporated? What was that input?
We discussed this at the Transportation and Parking Commission meeting on November
8 and the Commission provided great input that helped shape the final product. Here
are the specific items of input:
• With respect to the program goals, the Commission expressed particular support for
the concept of a “park once” solution. In addition, some conversation around a goal
that included residential needs resulted in the addition of the language to “achieve a
balance between residential and non‐residential parking needs.”
• The Commission appreciated the review of high school area parking with
consideration for solutions both with and without support from the high school.
• The Commission appreciated framing the goals in a way that sets a positive tone.
• The Commission liked the overall structure of the RFP that focuses on developing a
solid scope given the breadth of inter-related elements.
• One Commissioner was interested in the potential for remote parking with scooters
or shuttles to bring people downtown.

REMARKS (continued):
• The Commission wanted to make sure the consultant doesn’t prioritize adding
parking capacity above complete streets elements that create a walkable/bikeable
downtown.
• Stakeholders should include: The Chamber of Commerce; business; residents; Los
Gatos Saratoga Recreation; Los Gatos High School; the History Club; the Youth
Commission; St. Mary’s; and Apple for their forward-thinking employee parking plan.
