AGREEMENT WITH THE COUNTY OF SANTA CLARA IN THE AMOUNT OF
$17,000 FOR THE SECOND YEAR OF THE RYDE SENIOR TRANSPORTATION
PILOT PROGRAM
RECOMMENDATION:
Authorize the Town Manager to enter into a second revenue agreement (Attachment 1) with
the County of Santa Clara in the amount of $17,000 for the second year of the Reach Your
Destination Easily (RYDE) Senior Transportation Pilot Program.
BACKGROUND:
Last year, Santa Clara County proposed a Senior Transportation Pilot program at a total cost of
$250,000 to serve unmet needs for the senior population in the communities of Los Gatos,
Monte Sereno, Saratoga, Campbell, and Cupertino (collectively considered the West Valley).
The proposal was included in the County’s Fiscal Year 2017/18 budget and provided $84,000 for
the pilot. The Valley Transportation Authority (VTA) also budgeted $84,000 for funding the
program with the remaining $82,000 cost being split amongst the West Valley cities. The Los
Gatos share was $17,000 and budgeted in the Town’s adopted Operating Budget for Fiscal Year
2017/18.
The County is maintaining the pilot RYDE program for FY 2018/19 and has requested continued
participation by the West Valley cities. VTA has declined to participate this fiscal year and their
portion of the program has been absorbed by the County. As noted in the 2017 report to
Council on this subject, staff anticipated that ongoing funding beyond the pilot phase

would ultimately need a business model that did not include a Los Gatos subsidy and perhaps
be assumed by an entity like VTA. During the adoption of the Fiscal Year 2018/19 Operating
Budget, Council set aside funds for participating in the second year of the RYDE pilot program
with direction for staff to return with information related to the first year of service.
DISCUSSION:
The Saratoga Area Senior Coordinating Council (SASCC) serves as the program operator for the
RYDE program in the Town of Los Gatos, Monte Sereno, and Saratoga. SASCC is based out of
Saratoga with a temporary location at the Los Gatos-Saratoga Recreation office. In addition to
the RYDE program, SASCC provides senior services for Los Gatos, Monte Sereno, Campbell,
Cupertino, Los Altos, San Jose, and several outlying communities.
SASCC provided the Town with the following ridership data to date and information regarding
details of the average Los Gatos RYDE recipient. For FY 2017/18, thirty-four Los Gatans
received 291 rides. That ridership level equates to approximately $58 dollars per ride delivered
based on the Town’s financial commitment of $17,000. It should be noted, however, that the
FY 2017/18 program only consisted of eight months’ worth of service.

In conversations with representatives of SASCC, it is interesting to note that unlike other RYDE
communities, Los Gatans appear to use the RYDE program to also mitigate social isolation and
enhance social inclusiveness. This contrasts with other communities whose ridership appears
to be more centered on fundamental activities such as doctor visits or grocery shopping.

SASCC recently entered into an MOU with Los Gatos-Saratoga Community Education and
Recreation to deliver senior services to the Town. This partnership should allow RYDE to gain
greater levels of exposure to both volunteers and RYDErs in Los Gatos.
CONCLUSION AND NEXT STEPS:
Staff recommends continued participation in the RYDE pilot for a second year as a means
towards proof of concept. However, as noted in the 2017 report to Council, the Town may not
be in a position to continue funding for a future ongoing program if the pilot is successful. The
Town Manager’s Office will continue to track metrics associated with Los Gatos usage of the
program and return to Council with updates and future recommendations.
COORDINATION:
This project has been coordinated with the Finance Department, SASCC, Los Gatos-Saratoga
Recreation, and the County of Santa Clara Social Services Agency.
FISCAL IMPACT:
$17,000 for the second year of this pilot are available in the Adopted FY 2018/19 Operating
Budget within the Non-Departmental Program. If the Council approves this item, the funds will
be expended for the pilot.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
