SUBJECT: ACCEPT A STATE OF CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE
PROTECTION GRANT IN THE AMOUNT OF $124,153; AUTHORIZE A BUDGET
ADJUSTMENT IN THE AMOUNT OF $124,153 TO RECOGNIZE RECEIPT AND
USE OF GRANT FUNDS; AND ADOPT A RESOLUTION AUTHORIZING THE
TOWN MANAGER TO SIGN THE AGREEMENT AND THE COMMUNITY
DEVELOPMENT DIRECTOR TO SIGN INVOICES FOR GRANT FUNDS.
RECOMMENDATION:
Accept a State of California Department of Forestry and Fire Protection Grant in the amount of
$124,153; authorize a budget adjustment in the amount of $124,153 to recognize receipt and
use of grant funds; and adopt a resolution (Attachment 1) authorizing the Town Manager to
sign the agreement and the Community Development Director to sign invoices for grant funds .
BACKGROUND:
On June 19, 2018, the Town Council authorized the Town Manager to execute an agreement for
consultant services with Mintier Harnish Planning Consultants for preparation of the General
Plan update and Environmental Impact Report. An agreement was executed on July 9, 2018.
On June 6, 2018, staff submitted a grant application to the State of California Department of
Forestry and Fire Protection as part of the Fire Prevention Grant Program. The Program is
funded with Cap-and-Trade auction proceeds appropriated by the California Legislature to
agencies that administer California Climate Investments (CCI).

DISCUSSION:
The Town has been awarded a $124,153 grant from the State of California Department of
Forestry and Fire Protection to revise the Safety Element as part of the General Plan update.
CONCLUSION:
The General Plan update is a Town Council priority and this grant funding will assist in
completing the Safety Element while reducing the use of Town funds.
FISCAL IMPACT:
Previously approved expenditures in the amount of $124,153 from the General Plan Update
account will be offset by this grant funding.
ENVIRONMENTAL ASSESSMENT:
The recommended fiscal actions are not a project defined under CEQA; however, an
Environmental Impact Report will be prepared as part of the General Plan update process .
