MINUTES OF THE TOWN COUNCIL MEETING
OCTOBER 16, 2018
The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday, October
16, 2018, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Rob Rennie, Vice Mayor Steve Leonardis, Council Member Marcia Jensen,
Council Member Marico Sayoc, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Kayla Stagg led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
Mayor Rennie presented the Music in the Park partners with letters of appreciation and
thanked them for their participation.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the
agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Spector stated she met with members of the community.
- Council Member Sayoc stated she attended the Chamber of Commerce Annual Awards
Dinner and the Cities Association meeting.
- Mayor Rennie stated he attended the Silicon Valley Clean Energy Authority (SVCEA)
Legislative Ad Hoc Committee meeting, a ribbon cutting for the new Professional Studies
building at West Valley College, he and Vice Mayor Leonardis attended the Terraces
Multicultural Day celebration, and he welcomed the Leadership Los Gatos class.
- Vice Mayor Leonardis stated he attended the Chamber of Commerce Annual Awards
dinner, the West Valley Sanitation District (WVSD) Board of Directors meeting , and the
West Valley Clean Water Authority meeting.
- Council Member Jensen stated she had nothing to report.

Manager Matters
- Announced the Los Gatos-Monte Sereno Police Department is hosting Coffee with a Cop on
Wednesday, October 17 from 7:30 to 9:00 a.m. at Philz Coffee on Blossom Hill Road.
- Announced the General Plan Update Community Workshop is Wednesday, October 17,
6:30 p.m. at the Addison-Penzak Jewish Community Center.
- Announced recruitment is ongoing for all Boards, Commissions, and Committees and the
deadline is Friday, October 26 with interviews scheduled for November 6.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Joint Study Session minutes of October 1, 2018.
2. Approve Council minutes of October 2, 2018.
3. Project 813-0231 Bicycle and Pedestrian Improvements
a. Accept a Transportation Fund for Clean Air (TFCA) grant in the amount of $242,000 from the Bay
Area Air Quality Management District (BAAQMD) for the Blossom Hill Road project.
b. Accept a Transportation Fund for Clean Air (TFCA) grant in the amount of $39,500 from the
Valley Transportation Authority (VTA) for the Roberts Road Frontage project.
c. Authorize a budget adjustment in the amount of $281,500 in the Fiscal Year 2018/19 Capital
Improvement Program (CIP) Budget to recognize receipt and use of grant funds.
d. Authorize the Town Manager to negotiate and execute all grant agreements with BAAQMD and
VTA (Attachments 1 & 2).
4. Approve market equity adjustments for the American Federation of State, County and Municipal
Employees (AFSCME) and authorize salary and benefits budget adjustments in the amount of
$50,816 from estimated available FY 2018/19 operating revenues.
5. A. Approve a labor agreement between the Town of Los Gatos and the Police Officers’ Association
(POA) and authorize the Town Manager to execute the Memorandum of Understanding
(Attachment 1);
B. Authorize salary and benefits budget adjustments in the amount of $513,728 from estimated
available FY 2018/19 operating revenues.
6. Approve the revised classification plans for Management and Confidential employees and authorize
salary and benefits budget adjustments in the amount of $479,837 from estimated available FY
2018/19 operating revenues for the Management and Confidential units.
7. Authorize the Town Manager to enter into an agreement with MBS Business Systems (MBS) to
provide multifunctional printer lease, replacement, management and maintenance services for the
Town of Los Gatos and U.S. Bank for the lease purchase agreement for the equipment.
8. Approval of an Exclusive Negotiating Agreement (ENA) with Sarah Chaffin to develop affordable
teacher housing at 20 Dittos Lane.

Brad Davis, President of West Valley Region Community College District
- Commented on the College's Measure W on the ballot to support the master plan.
Jack Lucas, West Valley Community College District Trustee
- Commented on the College's Measure W on the ballot to support the master plan.
John Shepardson
- Commended the Council for the repaving of the Almond Grove streets and the busing
program, and suggested painting Santa Cruz Avenue either white or green to keep the
downtown cooler.
Larry Maggio
- Commented on the accident that closed the Blossom Hill Road bridge over Hwy 17 and
suggested looking into timing traffic signals in the evening to allow both directions of traffic
to flow using the westbound lane.

(Zoning Regulations) of the Town Code regarding fences, hedges, and walls.

MOTION: Motion by Council Member Sayoc to consider the proposed amendments and
introduce the draft Ordinance by title only to amend Chapter 6 (Buildings and
Building Regulations) and Chapter 29 (Zoning Regulations) of the Town Code
regarding fences, hedges, and walls contained in Attachment 18. AMENDED to
include the prohibition against transparent fencing that is contained in the
Addendum. Seconded by Council Member Spector.
VOTE: Motion failed 2/3. Mayor Rennie, Vice Mayor Leonardis, and Council Member
Jensen voting no.
MOTION: Motion by Council Member Jensen to send the matter to the Policy Committee
for consideration of the following issues: appropriate lot size, regulations by
zone or size of lot, the role of CC&R’s, appropriate materials , the number of lots
affected by the proposed ordinance, noticing requirements, appropriate
permitting process, outreach and input from other interested groups, and
consideration of the approaches used by other communities. Seconded by Vice
Mayor Leonardis.
VOTE: Motion passed 3/2. Council Members Sayoc and Spector voting no.
MOTION: Motion by Council Member Jensen to continue the matter to a date certain of
December 4, 2018. Seconded by Vice Mayor Leonardis.
VOTE: Motion passed unanimously.
