SUBJECT: CONDUCT APPOINTMENTS FOR ADULT COMMISSIONER VACANCIES ON
BOARDS, COMMISSIONS, AND COMMITTEES
RECOMMENDATION:
1. Conduct the appointment process for the following: Arts & Culture Commission (ACC),
Bicycle & Pedestrian Advisory Commission (BPAC), Community and Senior Services
Commission (CSSC), General Plan Committee (GPC), Historic Preservation Committee (HPC),
Library Board (LIB), Parks Commission (Parks), Planning Commission (PC), and
Transportation and Parking Commission (T&P).
2. Direct the Town Clerk to re-advertise any vacant positions with the annual recruitment for
Youth Commissioners in February 2018.
DISCUSSION:
Council will interview applicants for vacant Board, Commission, and Committee positions
(Attachment 1) at a Special Meeting on November 6, 2018, at 5:00 p.m.
Staff recommends Council first appoint Commissioners for the full terms for each
Board/Commission/Committee and per Council Policy 2-11 (Attachment 2), the Mayor will
determine the appointee’s term length for the unexpired terms. In addition to the two expiring
terms, CSSC has two unfilled vacancies that expire in 2019 and one unfilled vacancy that expires
in 2020.
The Council Finance Committee has a surrendered office due to attendance, which does result
in a vacancy; however, no applications were received. The Personnel Board has one expiring
term and one unfilled vacancy, but no applications were received.

DISCUSSION (continued):
Upon completion of the appointment process, Council may direct the Town Clerk to re-
advertise any vacant positions with the annual recruitment for Youth Commissioners in
February 2019. Recruitment for Youth Commissioners is set for February 2019 with interviews
to be held in May 2019 and ratification of appointments at the June 4, 2019 Town Council
Meeting.
The next scheduled recruitment for adult Commissioners for these Boards, Commissions, and
Committees is set for September 2019 with interviews to be held on or before December 17,
2019.
CONCLUSION:
It is recommended that Council appoint applicants to fill vacant Town Board, Commission, and
Committee positions.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
There is no fiscal impact with the appointments to the Town’s Boards, Committees, and
Commissions.
