Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 09/04/2014 ITEM NO: 1 DRAFT MINUTES OF THE TOWN COUNCIL MEETING AUGUST 21, 2018 The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday, August 21, 2018, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:04 P.M. ROLL CALL Present: Mayor Rob Rennie, Vice Mayor Steve Leonardis, Council Member Marcia Jensen, Council Member Marico Sayoc, Council Member Barbara Spector. Absent: None PLEDGE OF ALLEGIANCE Mayor Rennie led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Campo di Bocce was unable to attend and the presentation of the Small Business, Big Applause commendation to Campo di Bocce was rescheduled to September 4, 2018. COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Spector stated she attended the August 15 special Town Council meeting and met with community members. - Council Member Sayoc stated she attended the August 15 special Town Council meeting, she joined the Youth Commission for the Day at the Capital trip to Sacramento with Assembly Member Evan Low, and she attended a Cities Association meeting. - Mayor Rennie stated he attended the August 15 special Town Council meeting, the Valley Transportation Authority (VTA) Policy Advisory Committee meeting, the Cities Association Board meeting, the Silicon Valley Clean Energy Authority (SVCEA) Risk Oversight Committee meeting, and the Council Policy Committee meeting; he met with the SVCEA CEO and Chair; ; he handed out Safe Routes to School stickers on the first day of school; and he attended Senator Beall’s Los Gatos Creek clean-up day. - Vice Mayor Leonardis stated he attended the August 15 special Town Council meeting, the West Valley Sanitation District Board of Directors meeting, and met with community members. - Council Member Jensen stated she attended the August 15 special Town Council meeting and the Policy Committee meeting. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve Commissioner Interview minutes of August 7, 2018. 2. Approve Closed Session minutes of August 7, 2018. 3. Approve Council minutes of August 7, 2018. 4. Receive the Fourth Quarter Investment Report (April through June 2018) for Fiscal Year 2017/18. 5. Town Code Amendment Application A-18-001. Project Location: Town Wide. Applicant: Town of Los Gatos. Consider amendments to Article VIII, Division 5 of Chapter 29 (Z oning Regulations) of the Town Code regarding Affordable Housing Overlay Zones. ORDINANCE 2277 6. Authorize the Town Manager to execute a fifth amendment to the professional services agreement with Innovative Claims Solutions, Inc. to extend the contract for ten months to perform workers' compensation claims administration. 7. Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of Stoloski and Gonzalez and authorize recording by the Clerk Administrator for PPW Job No. 16-816-0410 Bicknell Road Storm Drain Improvements Project. 8. Authorize a budget adjustment in the amount of $5,000 to recognize receipt and use of California State Library grant funds. 9. Approve Council minute of August 15, 2018. 12. A. Approve a labor agreement between the Town of Los Gatos and the Town Employees’ Association (TEA) and authorize the Town Manager to execute the Memorandum of Understanding (Attachment 1); B. Authorize salary and benefits budget adjustments in the amount of $ 440,106 from estimated available FY 2018/19 operating revenues. MOTION: Motion by Council Member Jensen to approve Consent Items 1 through 9 and 12. Seconded by Council Member Spector. VOTE: Motion passed unanimously. VERBAL COMMUNICATIONS Chris Riley - Commented in favor of the proposed ordinance changes regarding animals. OTHER BUSINESS 10. Discuss and provide input to the Cities Association Board of Directors regarding the potential participation of the Town of Los Gatos in a Regional Housing Needs Allocation (RHNA) subregion. Laurel Prevetti, Town Manager, presented the staff report. Opened and closed Public Comment. Council discussed the matter. MOTION: Motion by Council Member Spector to recommend the Town’s interest in participating in a RHNA subregion. Seconded by Council Member Jensen. VOTE: Motion passed unanimously. 11. Review the Highway 9 Corridor Report and authorize the Town Manager to apply for Highway Safety Improvement Program (HSIP) funds for the Massol Avenue projects Matt Morley, Parks and Public Works Director, presented the staff report. MOTION: Motion by Council Member Jensen to move forward with the flashing lights (RRFB), install green bike lanes, invest staff time and money into the school bus pilot program, and pursue smaller grants that provide a faster return to the Town.
