– 15215 SHANNON ROAD AND APPROVING THE REQUEST TO ADD THE
NAME “ROCK RIDGE ROAD” TO THE TOWN’S OFFICIAL STREET NAMES LIST
TO BE USED AT THE DEVELOPMENT SITE
RECOMMENDATION:
Adopt a resolution (Attachment 1) approving the final map for Tract No. 10468 – 15215
Shannon Road and approving the request to add the name “Rock Ridge Road” to the Town’s
Official Street Names List to be used at the development site.
BACKGROUND:
The Final Map will divide an existing 13-acre parcel into five lots for single family homes on the
easterly part of Town off of Shannon Road.
On December 14, 2016, the Planning Commission considered the Planned Development (PD)
application and received public comment. Staff recommended approval of the project to the
Planning Commission; however, the Commission unanimously recommended denial of the PD
based on concerns with the proposed rezoning not meeting the purpose of the PD overlay
ordinance as described in Section 29.80.080 of the Town Code.
The applicant appealed the Planning Commission decision to the Town Council. The appeal was
considered by Town Council on March 21, 2017 and, following a continuance to the April 4,
2017 meeting, the Town Council upheld the appeal and approved the application. On August 8,
2017, the project’s Tentative Map was approved by the Development Review Committee.

BACKGROUND (Cont’d):
The developer, Sahadi Development Group, has filed the Final Map for Tract No. 10468
(Attachment 2) to subdivide and create five new parcels.
DISCUSSION:
The developer has provided all necessary maps and drawings and has paid the appropriate fees
to fully comply with the previously imposed development conditions and Town ordinances in
support of approval of the Final Map.
As a parallel request, the developer has provided a letter to request the new street name
(Attachment 3). The letter details the site’s natural setting with its two parallel ridges, formed
in bedrock, and has requested that the Town add "Rock Ridge Road" to the Town' s official
street name list. The street that is proposed to be named "Rock Ridge Road" will be a new
private street that will be constructed with the project and subsequently owned, operated, and
maintained by the applicant, successors, or assignees. A public service easement will provide
access to service the property.
CONCLUSION:
Staff recommends that Council adopt a resolution approving the final map for Tract No. 10468
– 15215 Shannon Road, and approving the request to add the name “Rock Ridge Road” to the
Town’s official street name list to be used at the development site.
COORDINATION:
This project has been coordinated with the Town Attorney and the Community Development
Department.
FISCAL IMPACT:
There is no anticipated fiscal impact from this report.
ENVIRONMENTAL ASSESSMENT:
An Initial Study and Mitigated Negative Declaration (IS/MND) was prepared for the project by
the Town’s Environmental Consultant, Kimley-Horn and Associates. The Mitigated Negative

approved at the April 4, 2017 Town Council hearing.
