SEPTEMBER 4, 2018
The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday,
September 4, 2018, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Rob Rennie, Vice Mayor Steve Leonardis, Council Member Marcia Jensen,
Council Member Marico Sayoc, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Timothy Yang led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
- Mayor Rennie presented a Small Business, Big Applause commendation to Campo di Bocce.
Ben Musof thanked the Town for their support.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the
agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Spector stated she met with community members.
- Council Member Sayoc stated she attended the Cities Association Executive Committee
meeting.
- Mayor Rob Rennie stated he attended the Emergency Operating Council meeting and the
West Valley Mayors and Managers meeting.
- Vice Mayor Leonardis stated he attended a ribbon cutting for Vitality Bowl.
- Council Member Jensen stated she had nothing to report.
Manager Matters
- Announced the application deadline for Leadership Los Gatos has been extended to Friday,
September 7, 2018.

- Presented information on the school bus pilot program.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of August 21, 2018.
2. Approve the Town's response to the Santa Clara County Civil Grand Jury Report on
"Affordable Housing Crisis: Density is our Destiny" dated June 21, 2018.
3. Authorize the Town Manager to purchase three vehicles from Downtown Ford Sales in an
amount not to exceed $107,881.
4. Inform the Cities Association Board of Directors that the Town of Los Gatos will not be
participating in the proposed Airport Roundtable.
5. Approve modifications to Town Council Policy 5-02: Flag Policy as recommended by the
Council Policy Committee to include guidelines for the official appearance and colors of the
Town flag and Town seal as well as guidelines for gifting or trading the Town flag. POLICY
5-02
6. Property Location: 201 - 225 Los Gatos-Saratoga Road
Consider a request for approval of an exception to the Story Pole Policy to allow an
alternative to standard story pole installation to illustrate and provide notice of the
proposed project. APNs 510-14-008 and 510-14-009. (Continued from August 7).

MOTION: Motion by Council Member Spector to approve Consent Items, exclusive of Item
#4. Seconded by Council Member Jensen.

MOTION: Motion by Council Member Jensen to adopt a resolution granting the appeal
and approving the project with the required Findings and Considerations
(Attachment 8, Exhibit A) and recommended Conditions of Approval
(Attachment 8, Exhibit B), determining that the Planning Commission erred in its
interpretation of the Residential Design Guidelines by not considering the larger
neighborhood context, not considering the contemporary house across the
street that is in the immediate neighborhood, failing to consider other aspects of
the house including energy efficiency, solar access, and the fact that the project
met other objective standards, and that the project has avoided the normal
complaints of height, privacy, tree removal, or viewshed impacts. Seconded by
Vice Mayor Leonardis.
VOTE: Motion passed 4/1. Council Member Spector voting no.
8. Introduction of ordinance to amend the Town Code regarding animals and fowl. (continued

OTHER BUSINESS
10. Review the 2018 MIP summer concert series and decide either to:
A. Issue a Request For Proposal (RFP) for outside production, promotion, and management
of the 2019 MIP summer concert series, or
B. Authorize Town staff to move forward with programming the 2019 MIP summer concert
series, adopt a resolution to enable sponsorships, and issue an RFP for outside
production of the 2020 MIP season at the end of the 2019 se ason. RESOLUTION 2018-
