1990-241-Commending Council Member Thomas J. FerritoRESOLUTION NO. 1990 - 241 RESOLUTION OF THE TOWN OF LOS GATOS COMMENDING COUNCIL MEMBER THOMAS J. FERRITO FOR HIS SERVICE ON THE TOWN COUNCIL WHEREAS, on March 7, 1978 THOMAS J FERRITO was elected to the Town Council and was re- elected in 1982 and 1986; and WHEREAS, TOM has served on the Town Council of the Town of Los Gatos for 12 years unselfishly contributing his time, energies and capabilities for the residents of this community; and WHEREAS, TOM was appointed to serve as Mayor during 1980 -81, 1983 -84 and 1989 -90; and WHEREAS, since 1978 TOM has devoted countless hours of dedicated service to ensure that the Town's government has delivered responsive, quality services to the community, including but not limited to: Housing. Supported and promoted the Town's housing programs (such as the Below Market Price Program, Villa Vasona, Rent Mediation Program, In -Lieu Housing Fund, the proposed low income family development on Knowles Drive, and the Town's Housing Rehabilitation Program) in support of his belief that the Town should have housing opportunities for all segments of the population. Environmental Protection. Followed his environmental protectionist ideals by serving on The Hearing Board of the Bay Area Air Quality Management District, opposing new freeways, reducing densities for hillside areas, requiring dedication of open space, supporting Town parks and street tree programs, opposing new high traffic generating uses. Open Space. Fought for ongoing open space purchases to provide greenbelt in foothills including Novitiate purchase, subdivision open space dedication requirements, joint purchase ventures with Mid Peninsula Open Space District and annual funding for open space purchase fund in Town's budget. ° Neighborhood Preservation. Worked for the preservation of all Los Gatos neighborhoods by supporting the adoption of historic designations for the Almond Grove, Broadway, University /Edelen, rezoning areas to eliminate commercial intrusion into residential areas, supporting measures to reduce non - residential traffic from neighborhoods, and the adoption of the second story review process and F.A.R. regulations. • Route 85. Fought to protect the Town's interests in the negotiations over Route 85 and his tenacity also benefitted the other cities along the route by ensuring that CalTrans will be responsible to complete the freeway to the higher local standard. • Fiscal Responsibility. Supported policies for the creation of reserves which has allowed the Town to survive the serious fiscal impacts of the earthquake. • Public Partici an tion. Preserved the public's right to participate in the decision making process by maximizing public notice. • Loma Prieta Earthquake. Lead the Town's earthquake recovery as Mayor in 1989 and 1990 and helped sponsor the Town's special earthquake program to assist victims rebuild their structures without further costs, while preserving the historical character of our community. -1- WHEREAS, in all of his endeavors as a Council Member, TOM exhibited great integrity and steadfastness in pursuit of his goals. NOW, THEREFORE BE IT RESOLVED that the Los Gatos Town Council does hereby render with genuine appreciation, its gratitude and commendation to THOMAS T. FER&TO for his service to the Town of Los Gatos.
