1990-138-Concerning Amendments To The Downtown Specific Plan Regarding Traffic ImpactsRESOLUTION 1990 -138 RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS CONCERNING AMENDMENTS TO THE DOWNTOWN SPECIFIC PLAN REGARDING TRAFFIC IMPACTS WHEREAS, pursuant to provisions of Government Code Section 65453, the Town Council of the Town of Los Gatos conducted a public hearing for consideration of amendments to the Downtown Specific Plan on June 18, 1990. WHEREAS, during these hearings the Town Council considered Downtown Specific Plan Amendment GP -90 -3 relating to the traffic impacts. RESOLVED: The Town Council finds that the amendments will not have a significant impact on the environment and that a the Negative Declaration was previously prepared for an amendment to the Downtown Specific Plan concerning traffic impacts which is applicable to these amendments since no additional environmental concerns will result. FURTHER RESOLVED: The Town Council finds that Downtown Specific Plan Amendment GP -90 -3 (a) meets the requirements for a specific plan, (b) is consistent with the Town of Los Gatos General Plan, and (c) that all proceedings have been conducted in compliance with the provisions for Government Code Section 65453 et seq. FURTHER RESOLVED: Land Use Section IL B. 1.d. of the Downtown Specific Plan is repealed. FURTHER RESOLVED: Circulation and Transportation Section V.A. of the Downtown Specific Plan is amended to read as follows: A. Traffic Diverters Traffic diverters may be used as a means of reducing the amount of non- residential traffic utilizing residential streets as alternative routes to congested arterials. Any diverters shall be first installed on a trial basis including landscaping. The initial installation has been completed along San Benito and is proposed along Tait on a trial basis. The plans for the diverters will be reviewed to assure emergency access to the neighborhood. For diverters in other locations, residents may petition for a public hearing to install diverters. As a result of the public hearing, the Town Council will decide whether or not to install temporary diverters and what type of diverters. A subsequent hearing shall be held by the Council to review diverters. Alternate types of traffic diverters are shown on Figure V -1. FURTHER RESOLVED: Circulation and Transportation Section V.B. of the Downtown Specific Plan is amended to read as follows: B. Traffic improvements: Traffic improvements within the downtown area are necessary to accommodate existing traffic as well as future increases. Among the improvements identified during the planning process, those to be implemented are: ■ Santa Cruz and Saratoga Avenue Intersection Upgrade traffic signal control equipment, rechannelize this intersection to provide improved turning lanes, and install master coordination equipment to synchronize lights along Saratoga Avenue for maximum traffic flows. (Cal -Trans and the Town are jointly pursuing this project.) PL08 \Reso.SLB 2 ■ Main Street at Santa Cruz Avenue and at University Avenue 1. Upgrade traffic control equipment at these intersections and install interconnect control equipment. 2. Eliminate crosswalk at Main and Montebello. 3. Adjust the time sequence for northbound traffic on Santa Cruz Avenue to give maximum time for southbound traffic. ■ Saratoga Avenue Widen the road to accommodate two lanes eastbound between Massol and Santa Cruz Avenue plus a right turn only lane at Santa Cruz and a wider two -way left turn lane. (Completed 1983) FURTHER RESOLVED: Circulation and Transportation Section V.C.l. and V.C.2. of the Downtown Specific Plan are deleted and the section letters have been amended as follows: IMPLEMENTATION C. Downtown Transit Terminal /Bus Station D. Bikeway System E. Other Public Transit Facilities F.
