A RESOLUTION OF THE TOWN OF LOS GATOS
DESIGNATING THE WEEK OF MARCH 25 -31, 1989
AS NATIONAL COMMUNITY DEVELOPMENT WEEK
WHEREAS, the Housing and Community Development Block Grant
( "CDBG ") Program has operated since 1974 to provide the resources
required to meet the needs of persons of low and moderate income;
and,
WHEREAS, CDBG funds are channeled to neighborhood -based non-
profit organizations throughout the Town of Los Gatos to address
pressing neighborhood and human service needs; and,
WHEREAS, the fiscal policies of the Federal Government for the
last several years has been designed to reduce the federal
assistance provided to local governments and non - profit
organizations vested with the responsibility of meeting the needs
of persons of low and moderate income; and,
WHEREAS, during this time of constricted federal contribution
to the task of meeting the needs of persons of low and moderate
income, the Town of Los Gatos has increased, as evidenced by the
dwindling supply of affordable housing, the rise in homelessness;
and,
WHEREAS, during this time of federal withdrawal from
responsibility, the CDBG Program has assumed increasing importance
as an instrument for meeting pressing community problems; and
WHEREAS, the nature of the CDBG Program, with its diversity
of program design and administration and its facility for being
last resort funding, has often caused the Congress and the Nation
to overlook the critical value of the program and the significant
number of organizations and projects that rely on its funds for
support; and,
WHEREAS, a week recognizing national community development
will encourage local governments, non - profit organizations, and
community residents throughout the Town of Los Gatos to reaffirm
the significance and diversity of CDBG Program efforts toward
meeting the needs of persons of low and moderate income.
NOW, THEREFORE BE IT RESOLVED that the Town Council of the
Town of Los Gatos does hereby designate the week of March 25 - 31,
1989, as NATIONAL COMMUNITY DEVELOPMENT WEEK in the Town of Los
Gatos.
PASSED AND ADOPTED at a regular meeting of the Town Council
of the Town of Los Gatos, California, held on the 6th day of
