1988-130-Establishing Guidelines For Funding Of Non-ProfitsRESOLUTION NO. 1988 -130 RESOLUTION ESTABLISHING GUIDELINES FOR FUNDING OF NON- PROFITS WHEREAS, the Town Council in recent years has strived to allocate a portion of the Town's budget to non - profit community groups; and WHEREAS, the Federal Government since 1980 has incrementally decreased the amount of revenue available to non - profits; and WHEREAS, the Town Council recognizes the value of human service programs in creating a balanced community; and WHEREAS, the Town Council also recognizes the valuable contribution the Arts Community makes to the Town's quality of life; and WHEREAS, the Town Council will attempt to meet these needs by making available to the non - profit community up to $161,000 which represents the full funding previously available to non - profit agencies through sources from the Federal government; and WHEREAS, the Los Gatos Town Council desires to set priorities for agencies meeting the following criteria: 1. Human Services Agencies Agencies that provide basic needs such as food, health Agencies with the largest number of local participants Agencies with the largest number of local volunteers Agencies that actively solicit and receive funding from other sources than the Town 2. Arts Agencies Agencies with the largest number of local participants Agencies with the largest number of local volunteers Agencies that actively solicit and receive funding from other sources than the Town; and WHEREAS, the Council will also consider: ° Community need for the program Program duplication Past performance in providing established services and in meeting Town requirements Number of Los Gatos residents (clients) serves vs total residents (clients) served (unduplicated clients) Cost per Los Gatos resident (client) vs cost per non -Los Gatos resident (client) Percent of low and moderate income clients Percent of agencies total budget requested from Town -1- Priority in evaluating applications for funding will be given to programs that serve the highest number of low and moderate income clientele and to those programs who most closely match the number of Los Gatos residents served to the amount requested Reasonable cost; and NOW, THEREFORE, BE IT RESOLVED, that the Town Council intends to fund non - profit agencies by establishing guidelines for funding of non - profits. BACKGROUND: COUNCIL AGENDA DATE: 11 -15 -93 ITEM NO. t/ ESTABLISHES CRITERIA AND PRIORITIES During public hearings held prior to adopting the FY 1993/94 operating budget, Council requested that staff place resolution 1988.130 on the Council agenda for its consideration. The resolution states that the Town: -recognizes the value of human service programs in creating a balanced community; -recognizes the valuable contribution the Arts Community makes to the Town's quality of life; and, -will attempt to meet these needs by making available to the nonprofit community up to $161,000. The resolution also establishes criteria and priorities for funding. DISCUSSION: Based on current revenue estimates, grants may need to be reduced in FY 1994/95. To assure residents access to human services and arts programs, the Community Services Department is planning two forums (tentatively scheduled for December 3 and January 11) to develop a plan and schedule for insuring that services will continue through the next five years. Invitations will be sent to agencies that have an interest in seeing that human services and arts programs (community services) continue. These include, but are not limited to: nonprofit organizations, service clubs, the Community Foundation, the Los Gatos Foundation, the Chamber of Commerce, the Business Improvement District, and residents.
