1986-168-Amending The Youth Advisory Commission ResolutionRES8LUTI0N RESOLUTION AMENDING THE YOUTH ADVISORY COMMISSION RESOLUTION RE: MEMBERSHIP, QUORUM AND SCOPE OF FUN[Tl014S ADD RESCINDING RESOLUTION W0, 1986-142 BE IT RESOLVED AND IT IS HEREBY RESOLVED by the Town C0UUCi} Of the Town of [0S G810s^ County of Santa Clara, State Of California, that the Town Council hereby establishes and creates 8 special commission to be known as and called the "Youth Advisory Commission." The Commission shall he organized and shall operate in the same manner hereinafter prescribed, l. Membership Organization w^ The Commission shall consist of a minimum of ten (10) voting members appointed by the Town Council. Terms shall be from September through June 30 of the following year. The Town Council shall fill any V6CaoCi9s occurring during the term of the Commission if the vacancies bring the membership below the minimum requirement in any category. The Commission shall designate a chairperson and vice chairperson, Three (3) members shall he adults aged 19 Or over. The Other members shall include seven /7> members not younger than twelve (12) years old and not older than eighteen /18\ years old at the time of their appointment. The youth members shall, he enrolled at the time of their appointment in public Or private schools which Serve Los Gatos residents; at least two /2> youth members shall be enrolled at the junior high level (grades 7~9\, and at least five (5} shall be enrolled at the senior high school level (grades 18-72\. b. The members of the Commission shall serve without compensation, provided that the actual and necessary expenses incurred by the members in the conduct Of Town business shall be reimbursable pursuant to the provisions of Resolution N0, 1984^210" C. The Commission shall establish a regular time for its meetings and 3 regular meeting place which shall he in the Downtown Neighborhood Center and shall otherwise call and conduct its meetings in compliance with the provisions of Section 58358 9t seq. of the government [0d8. d. A quorum of the Commission for the purpose Of transacting business shall consist Of fifty percent of the membership plus one inClUdint at least one (l) adult member and five /S\ youth members, and a vote by d majority of the quorum shall he necessary t0 take action. e. Minutes Of the actions taken during its meetings shall be kept and filed With the Town Clerk, f. Three consecutive absences from regularly scheduled meetings shall be construed as resignation Of membership unless the CO00issiO82r involved f0nn8}ly requests to retain membership and 6 majority vote Of the Commission sustains the request. 2. Powers and Functions a^ The sole power of the Commission shall be to identify the concerns Of youth in the Los Gatos co0QUAitv` examine existing private and publicly sponsored social, economic and recreational youth programs and make recommendations t0 the Town Council for the improvement of such programs or the creation Of new ones. b. The functions Of the Commission shall he as f0l}0Wt: l) To determine the nature and extent of all programs currently conducted in the Los Gatos community which are designed to provide Or improve the social, 2C08OmiC and recreational advantages of youth herein. 2\ To identify social, eCOn0Dit and recreational needs of Youth in the Town of Los Gatos which are not being satisfied by current programs through personal contact With youth, SCb0Ol officials, church leaders, and others; 3\ T8 prepare Q written report to the Town Council detailing the Commission's findings and recommending new Los Gatos based programs 68d/0r modifications Of existing programs to meet the identified needs of youth in the CommuUi ty. 3. Duration of Commission The duration of the Commission shall be from September 3, 1986 through June 30, 1987, and may be continued or term-In6ted at any time by resolution of the Town Council. Be it further resolved that Resolution No. 1985 -142 is hereby recinded. PASSED AND ADOPTED by the Town Council of the Town of Los Gatos, California. at a regular meeting held this 3rd day of November, 1986, by the following vote: AYES: COUNCIL MEMBERS Joanne Benjamin, Thomas J.
