AUTHORIZE THE TOWN MANAGER TO PURSUE A GRANT FROM THE
A MERICAN ASSOCIATION OF RETIRED PERSONS (AARP) COMMUNITY
CHALLENGE 2018 PROGRAM FOR SPEED TABLE S/RAISED CROSSWALK S ON
EAST MAIN STREET CONSISTENT WITH THE BICYCLE AND PEDESTRIAN
MASTER PLAN AND EXECUTE ALL ASSOCIATED GRANT DOCUMENTS .
RECOMMENDATION :
Staff recommends that the Town Counci l authorize the Town Manager to pursue a grant from
the American Association of Retired Persons (AARP) Community Challenge 2018 Program for
speed tables/raised crosswalks on East Main Street consistent with the Bicycle and Pedestrian
Master Plan and execute all associated grant documents.
BACKGROUND :
On March 21 AARP issued an invitation to communities to submit applications to the
Community Challenge 2018 program. AARP is providing small grants to improve housing,
transportation, public space , and other community elements that support great places for all
people of all ages.
DISCUSSION :
Town staff considered the program criteria, eligible project categories, potential grant amount ,
and the project delivery timeframe, and is recommending subm itting the Main Street Speed
Table/Raised Crosswalk project. The project was first recommended in the Los Gatos Traffic
Study Around Schools (October 2016) and it is also included in the Bicycle Pedestrian Master

DISCUSSION (cont’d):
Plan that the Coun cil adopted in 2017. It is also included in the Fiscal Year 2017/18 Capital
Improvement Program (CIP) on a list of prioritized bicycle and pedestrian projects.
The Speed Table/Raised Cross walk project would be located on East Main Street near the
Senior Center and Los Gatos High Schoo l and w ould include speed tables from Chicago Avenue
to High School Court . A speed table is a traffic calming measure that looks like an extra wide
speed hump, in this case the width of a crosswalk . The proposed improvement s w ould help
slow down automobile speed and allow a safer pedestrian crossing. The project is consist ent
with the Town ’s Age -friendly status and w ould benefit cross generational users on Main Street
near the Senior Center and the High School .
Staff submitted an application by the deadline date of May 16, 2018 . S taff presented the
project to both theATown’sACommunityAandASeniorAServicesACommissionA and Bicycle and
Pedestrian Advisory Commission , resulting in letter s of support for the grant application. The
grant program has an acce l erated schedule that requires the grantees to complete a
Memorandum of Understanding and all other future grant documents with AARP by July 24 and
complete all project activities by Nove mber 5, 2018. Approval of this item will allow for staff
compliance with the RPAgrantAschedule,AifAtheATown’sAapplicationAisAawarded.
CONCLUSION :
With approval of this item, staff will continue to pursue this grant opportunity. If successful,
staff will return in August with project plans and specifications for Council consideration.
COORDINATION:
This project has been coordinated with the Bicycle and Pedestrian Advisory Commission and
the Community and Senior Services Commission .
FISCAL IMPACT :
The total project cost estimate is $103,000. The Town is requesting a grant amount of $77,250.
LocalAmatchAfromAtheATown’s CIP budget will be $25,750, or 25% of the total cost.
ENVIRONMENTAL ASSESSMENT :
The recommended action is not a project defined under CEQA.
