A RESOLUTION ADOPTING COMMUNITY GOALS
WHEREAS, the Town Council has considered the adoption of community goals as
Policy guidelines for the Town of Los Gatos; and
WHEREAS, the Council has conducted a public hearing to receive public input
concerning those goals; and
WHEREAS, the establishment of goals is necessary in order to provide Town
staff with the guidance necessary to develop program recommenda-
tions and alternatives for the Town Council that reflect
established policy;
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Los
Gatos hereby adopts the attached Goals Statements for the Town;
and
BE IT FURTHER RESOLVED that the nine (9) categories of Goals Statements
are to be considered of equal importance in the establishment of
program areas and program alternatives for the Town; and that the
Statements are in no way reflective of priorities established
between or among the various categories.
PASSED AND ADOPTED BY THE TOWN COUNCIL OF THE TOWN OF LOS GATOS, CALIFORNIA,
at a regular meeting held this 26th day of October
1981, by the following vote:

The nine goal statements expressed herein
are of equal importance in the establish-
ment of program areas and program alterna-
tives for the Town of Los Gatos.

GOALS STATEMENTS
TRAFFIC AND CIRCUi TION
0 Improve the availability of parking in the Town's downtown
commercial area.
o Provide for necessary traffic circulation and parking improve-
ments in commercial without adversely impacting neighboring
residential areas.
o Improve intra -Town traffic circulation.
o Develop alternative land use scenarios for the Route 85
Corridor.
o Assure maintenance of visually aesthetics low intensity, open_
space character of Town, and surrounding hillside areas.
CHARACTER OF DOWNTOWN AREA
o Retain the human, low profile and historical scale of the
downtown area.
o Assure the compatability of commercial developments to existing
residential areas and to the Los Gatos environment..
o Provide for resident- oriented commercial services in the down-
town area.
o Retain residential areas in close roximit�� o

POLICE_ SERVICES
o Emphasize the concept of the Police Department as a service -
providing agency.
o Emphasize cost - effective and efficient services aimed at
preventing crime.
o Reduce the incidence of specific crimes in Town.
o Assure that contacts with adult and juvenile members of the
public are made in a professional and courteous manner.

o Assure uniform geographic: benefit from police services
throughout the Town.
o Emphasize sensitive and responsive youth - oriented services
and programs.
REVENUE SOURCES
o Utilize productivity improvements as means to increase
revenue resources.
o Maintain a diversity of revenue sources.
a Assure that specific fees for service recover entire costs
of services provision.
o Maintain adequate reserves for future contingencies.
o Assure that development fees and taxes anticipate and fund
both current and future requirements,
TOWN IDENTITY
o Retain the significant architectural history of the Town,
such as Victorian and similarly valued examples.
o Retain the image of a "Town" with its unique amenities, its
emphasis on smallness, and a community spirit that is locally
oriented.
C Enhance the ability of all Town residents to feel a sense of
belonging to the Town.
o Maintain and enhance the Town's significant parks resources
for the use of Town residents.
o Maintain and enhance the passive, open -space character of
the hillsides.

o Assure that services are uniformly provided to all geographic
areas of the Town.
o Assure that Town services are responsive to the needs of
Town residents.

PROVISION OF HOUSING FOR VARIED INCOME POPULATION
e Assure the preservation of quality housing stock in Town.
o Assure a heterogeneous economic mix of housing stock.
o Provide for both owner- and rental - occupied housing.
o Assure adequate housing for the Town's senior population.
o Retain current percentage of rental housing in relation to
total housing in Town..
SOCIAL PROGRAMS

residents, especially to youth and seniors.
o Maximize the benefit of whatever financial support to social
services the Town provides.
ENERGY CONSERVATION
o Emphasize cost: - effective energy conservation throughout the
Town.
o Assure that Town government is a positive role model in
relation to energy conservation issues.
