SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE AN ANNUAL AGREEMENT FOR
SERVICES WITH THE LOS GATOS CHAMBER OF COMMERCE TO MANAGE TH E
TOWN’SAINFORM TIONACENTER,A COORDINATE THE LEADERSHIP LOS GATOS
PROGRAM , AND RECEIVE A GENERAL SUBSIDY FOR A TOTAL CONTRACT
AMOUNT NOT TO EXCEED $50,000.
RECOMMENDATION :
Authorize the Town Manager to execute an annual agre ement for services with the Los Gatos
Chamber of Commerce to manage the T own’sA I nfo rmation C enter, coordinate the L eadership
L os G atos program, and receive a general subsidy for a total contract amount not to exceed
$50,000.
BACKGROUND :
In 2001, an agreement for services with the Los Gatos Chamber was first executed to include
theAoperationAandAmanagementAofAtheATown’sAInformationACenterAasAwellAasAcoordinationAofAtheA
Town’sAannualALeadershipALosAGatosAprogram.AA Annual renewals with modifications as needed
have been approved by the Council every year thereafter.
DISCUSSION :
Attachment 1, Exhibit A is the recommended s cope of s ervices for FY 2018/19. Attachment 2 is
a memorandum and supporting documents received from the Executive Director of the
Chamber of Commerce requesting an increase in funds for the current scope, and a greater

subsidy for its other programs. Staff is not recommending the adoption of these subsidies in an
effort to maintain a status quo budget. Staff has worked with the Chamber Executive Director
on drafting the new scope of services which staff understands to be agreeable with the
Chamber.
While the total dollar amount for the FY 2018/19 contract is the same as previous years, staff is
recommendi ng thatAtheAscopeAclarifyAtheAChamber’sAservicesAwithArespectAtoAtheAInformationA
Center and the coordination of Leadership Los Gatos with commensurate shift s in the funding
distribution for these services. This realignment creates an opportunity for the Town to
respondAtoAtheAChamber’sArequestAforAaAgeneralA subsidy to support the programs and events
that the Chamber provides which promot e and support community vitality.
Specifically, the Town’sAInformationACenterAprovidesAresidentsAandAvisitorsAwithAaAlocationA
within the Central Business District to obtain information regarding various Town matters
including: events, meetings, Town services information, business directories, relocatio n
information, and various other subjects. The office is open to the public 40 hours per week, 52
weeks a year with the exception of scheduled holidays. The Center is also open on occasional
SaturdaysAinAanAeffortAtoAmaximizeAtheACenter’sAavailability.A The Chamber is requesting an
additional $5,000 for FY 2018/19 due to the rising costs of doing business, for a total of
$40,000.
With respect to Leadership Los Gatos, the Chamber and the Town have been partners in the
program’sAcurriculum,Aspeakers,Ama rketing, and execution since its inception in 2000 . The
Leadership Los Gatos program is designed to engage, educate , and develop service -oriented
individuals who live and/or work in Los Gatos for leadership roles in the community and
neighborhood organiza tions, schools, places of worship, and Town government. The program
includes eight sessions and participants are required to apply and pay tuition for the program.
U nderAtheArecommendedAscopeAofAservices,AtheAChamber’sAresponsibilitiesAforAcoordinating the
program will focus on marketing and logistical support for Leadership Los Gatos, with the Town
staffAassumingAoverallAprogramAmanagement.AAThisAchangeAreflectsAtheAChamber’sAgrowingA
workload in other areas while still providing important visibility an d engagement in the
Leadership p rogram. TheATownAManager’sAOfficeAwillAabsorbAtheAadditionalAworkloadArequiredA
to manage the Leadership program as has been done in previous years.
TheAchangeAinAscopeAreducesAtheAamountApaidAforAtheAChamber’sALeadership Los Gatos services
by $10,000. Half of this amount is being redistributed to the Information Center services and
theAotherAhalfAisAallocatedAtoAgeneralAsubsidyAtoAsupportAtheAChamber’sAcommunityAvitalityA
efforts, as requested.

CONCLUSION:
T he Chambe r of Commerce i s a key community partner that promotes and supports businesses
in Los Gatos through events and programs that benefit businesses beyond their membership.
Thus, staff is recommending that the Town Council a uthorize the Town Manager to execut e an
agreement for services with the Los Gatos Chamber of Commerce in a n amount not to exceed
$50,000 with the adjustments discussed in this report.
FISCAL IMPACT:
Funding for this agreement has beenAincludedAinAtheATown’sAFYA2018/19 Proposed Operating
and Capital Budget.
ENVIRONMENTAL ASSESSMENT :
The proposed agreement is not a project under the California Environmental Quality Act and no
environmental analysis is required.
