1981-121-Expressing Suport Of Efforts At The Federal Government Level To Return Powers And Home Rule To Local GovernmentRESOLUTION NO. _.1281 =121 _ A RESOLUTION OF THE TOWN COUNCIL EXPRESSING SUPPORT OF EFFORTS AT THE FEDERAL GOVERNMENT LEVEL TO RETURN POWERS AND HOME RULE TO LOCAL GOVERNMENT. WHEREAS, the current Administration at the Federal Government level is pledging itself to reduce the costs of the Federal Government and at the same time returning to local government many of the powers that have been gradually assumed at the Federal Govern- ment level; and WHEREAS, municipalities throughout the nation and the State of California have in the past been able to efficiently and effectively utilize Federal funds to implement policies and programs of concern to local residents; and WHEREAS, Federal funds have been best utilized and have been most bene- ficial to local residents when those funds were not constrained by any conditions or regulations unrelated to local objectives and realities; and WHEREAS, the current Federal Government Administration has indicated that a part of its fiscal and regulatory reform effort will be to deemphasize various categorical aid programs and enhance block grant programs; and WHEREAS, the Board of Directors of the National League of Cities has adopted a strong policy of support for fundamental reform and relief from the burdens of Federal regulatory activities; NOW, THEREFORE, the Town Council of the Town of Los Gatos resolves that the Town Council greatly appreciates and commends the goal of the Administration to return power to local government, and that in implement- ing this goal at the Federal level the Town Council urges the Administration to insure that acceptable relationships are observed among the Federal, State, and local governments, and that the Town urges the complete rejection of any system that would provide Federal funds to local jurisdictions with significant conditions attached thereto, such conditions being totally unrelated to local needs; and that the Town expresses its hope that the Federal Government will recognize the need to reduce its taxing authority so that local revenue sources can be generated and used for specific local purposes without being funneled throughout Washington or State bureaucracies; and that as Federal policies are adopted and implemented to stimulate healthy economic growth and improve productivity, reduce inflation, and restrain the Municipal people and as and most capable of defining and implementing goals and objectives that are reflective of local concerns and beliefs.
