1981-119-Approving Agreement Between The Town Of Los Gatos And County Of Santa Clara Employee Relations ServiceRESOLUTION NO. 1981 -119 A RESOLUTION APPROVING AGREEMENT BETWEEN THE TOWN OF LOS GATOS AND COUNTY OF SANTA CLARA EMPLOYEE RELATIONS SERVICE. BE IT RESOLVED, and it is hereby resolved by the Town Council of the Town of Los Gatos, that the Town of Los Gatos enter into that AGREEMENT BETWEEN THE TOWN OF LOS GATOS AND COUNTY OF SANTA CLARA EMPLOYEE RELATIONS SERVICE, a copy of which is attached hereto; and BE IT FURTHER RESOLVED that the Town Manager is authorized and is hereby directed to execute said agreement in the name and in behalf of the Town of Los Gatos. Ferrito ABSTAIN: COUNCIL MEMBERS None SIGNED: MAYOR OF THE TOWN OF LOS GATOS ATTEST: C E K •�F TOWN OF LOS GA, AGREEMENT BETWEEN THE TOWN OF LOS GATOS and COUNTY OF SANTA CLARA EMPLOYEE RELATIONS SERVICE This AGREEMENT, made and entered into this 5th — day of June 1981, at Town of Los Gatos, County of Santa Clara, State of California, by and between the TOWN OF LOS GATOS (hereinafter called "TOWN ") and the COUNTY OF SANTA CLARA EMPLOYEE RELATIONS SERVICE (hereinafter called "ERS "). WITNESSETH: that the ERS for and in consideration of the conditions of the TOWN expressed herein, does hereby agree to furnish to the TOWN services as follows: ARTICLE 1 Statement of Work ERS shall perform work outlined in Attachment A, which is entitled "Proposal to the Town of Los Gatos for a Classification and Pay Study." Attachment A is hereby incorporated and made a part of this Agreement by reference. ARTICLE 2 Schedule ERS shall begin its work under this Agreement on Monday, June 1, 1981, with work to be completed by Friday, August 7, 1981. ARTICLE 3 Costs ERS will be compensated by the TOWN in the total amount of $2,550.00, payable in the following manner: one -third payable upon completion of the interview phase of this Agreement; and two - thirds payable upon delivery of a final report to the TOWN. ARTICLE 4 Notice Notice required to be given to ERS shall be deemed to be duly and properly given if mailed to ERS, postage prepaid and addressed to Employee Relations Service, Santa Clara County, 70 West Hedding Street, 8th Floor, San Jose, CAlifornia 95110. Notice required to be given TOWN shall be deemed to be duly and properly given if mailed to TOWN, postage prepaid and addressed to Town Manager, Town of Los Gatos, P.O. Box 949, Los Gatos, CA 95031. HAYS, To n Atto ne / -2- Emplovee Relations SF -vice PRnPnSAI TOWN OF LOS GATOS CLASSIFICATION AND PAY STUDY April 24, 1981 ATTACHMENT A Scope: To conduct a classification and pay study encompassing the twenty -eight (28) positions allocated to twelve classifications in the Tow'n's Corporation Yard Unit, as set forth in Article 1I, Section 3 of the 1980 -82 AFSCME Memorandum of Agreement. Components: The study shall consist of the following elements: I. A determination of the current duties of each position by means of completion of duty statements by each incumbent and on -site interviews with each incumbent. 2. A review of the information collected above with appropri- ate management representatives. 3, Development of a salary survey utilizing all Unit classifi- cations. It is recommended that the scope of this survey include twelve cities approximately comparable in popula- tion to the Town of Los Gatos. These should be selected from the Town's general labor market area for maintenance personnel. The determination of this labor market shall be based upon applicant residences which would be provided the Service by the Town within two weeks of the contract award. If, for whatever reason, this methodology is unacceptable to the Town, the Service shall submit a proposed 'List of twelve survey cities to it within two weeks from the date of the contract award. Regardless of methodology, the final selection of the sur- vey group shall be made within three weeks of the contract award. 4. A determination of the most appropriate classification and salary level for each position in the study. This deter- mination shalt_ take into account the salaries for generally comparable work as collected through the survey and inter- nal classification and salary relationships. 5. The development of new and revised class specifications ,reelecting current duties and the foregoing classification determinations. 6. The preparation of a report containing all classification and pay recommendations, the results of the salary survey and proposed class specifications. Proposai - Town of L Gatos Classification Study Page 2 4/24/81 7. A meeting with the Town Manager and any management repre- sentative he may deem appropriate to discuss the report's findings. Schedule: On-site interviews shall be concluded within four weeks of The contract award; the salary survey completed within six weeks from the award date; and the study concluded within eight weeks from the date of the award. Cost: The cost for undertaking this study shall be $2,550, subject to the following: A reduction should the project extend beyond June 30, 1981. This decrease would be $480 and represent the 16 -hour allotment for survey services provided to the Town as a member of the Employee Relations Service. If the Town elects a survey scope consisting of less or more than twelve cities, the cost for this element of the study shall be adjusted accordingly and be transmitted to the Town in writing. The amount of such adjustment shall be $45 per city. If on -site collection of survey data is required or if meetings are required with other than the Town Manager dur- ing the course of the study or following its completion, Service time shall be charged at the rate of $30 per hour. Experience: The Employee Relations Service has been in operation since 1974. During that time, it has conducted a variety of classifi- cation studies which have included these cities: South San Francisco Millbrae Mountain View Los Gatos Milpitas Menlo Park Saratoga Palo Alto These studies have encompassed a variety of occupational groups, in- cluding maintenance personnel. In addition, the Employee Relations Service conducts continuous compensation studies for both non- management and management classifications on behalf of its twenty -five member agencies. These projects dictate the Service maintaining cur- rent, relavent documents such as pay schedules, memoranda of agreement and class specifications. This type of information is maintained for a minimum of fifty (50) local public jurisdictions. Project Staff: Mr. John C. Obenhuber will serve as project manager. He will personally participate in the on -site interviews and be exclusively responsible for the development of the recommendations and Class specifications to be contained in the study. Mr. Obenhuber has twenty -one years of experience in public and private sector industrial ,'Proposal - Town of Lc Gatos Classification Studv Page 3 4/24/81 relations, and for the past seven years has been the Director of the Employee Relations Service. As part of this function, Mr. Obenhuber has been the primary individual involved in the aforementioned classi- fication studies. Ms. Christine Sorensen will assist in conducting the on -site inter- views and be primarily responsible for conducting the salary survey under the direction of the project manager. Ms. Sorensen is an Employee Relations Analyst on the staff of the Service and has per- formed in this capacity for the past three years. During this time, she has personally assisted the Director in classification studies and has independently conducted a large variety of complex compensation studies which have included maintenance classifications. These assignments have provided her with a thorough knowledge of the classi- fication systems and compensation plans of Bay Area cities. Manner of Payment: One -third of the stated cost for the study will be payable upon completion of the on -site interview phase, with the bal- ance payable upon submission of the report to the Town. This proposal shall remain open to acceptance by the Town of Los Gatos until June 1, 1981. The Employee Relations Service reserves the right to amend this proposal or withdraw it should significant modifications be made to its scope by the Town of Los Gatos.
