CONSIDER AN APPEAL OF A PLANNING COMMISSION DECISION DENYING A REQUEST TO DEMOLISH THREE EXISTING OFFICE BUILDINGS AND CONSTRUCT A NEW, TWO-STORY OFFICE BUILDING WITH UNDERGROUND PARKING ON PROPERTY ZONED CH. APN 529-23-018. REMARKS: In response to questions from Council Members, staff has prepared the following information. For the purposes of a motion, how would the developer's 70,000-square foot plan be identified? And the neighbors' 64,000-square foot plan? If the Council wishes to reduce the size of the project as part of a motion, then the motion could include a requirement that the plans be revised to be no more than X-square feet to be approved by the Community Development Director prior to issuance of a building permit. If the Council wishes to include specifics, for example, that the floor area should be removed from the northern side of the building in order to increase the view corridor along that northern property line, that type of direction could also be part of the motion. The construction hours could be reduced as a part of the Council motion. For example, Council could consider limiting or eliminating construction hours on weekends and holidays. Please make suggestions for trees that would not interfere with views. A Council motion could include limitations on the height of landscaping between the northern property line and proposed building, or require that trees in specific areas be deciduous, so that they lose their leaves in the winter and open up the view.
