Fallowing up on the Town Council meeting of February 6, 2018 and our subsequent meetings with Town

revised its proposal for developing the site located at 20 Dittos Lane in the u own of Cos Gatos. Flabitat is
submitting this revised proposal to develop affordable, for -sale housing at the property located at 20
Dittos Cane.
Habitat Actions since Februa1 y 6, 2018 Town Council MeetinK
Habitat staff had meetings with Town personnel from Community Development, Public vvorks, and Fire
regarding access, traffic, existing improvements along College Avenue and construction issues relating to
trie site. Basel! upon trlose meetings. Rana' met with its arcrlitect, civil enbineers and traffic
consultants to review existing conditions and identify solutions to confirm the viability of its proposed
12 Unit development accessing the site off Collese Avenue. After evaluating the information provided by
these consultants. Ratlitat stair re-arrirmea its Bohol. trio[ its proposed access drive off Collese Avenue
into the site was feasible, and additional traffic control measures on College Avenue woul0 improve
vehicular and pedestrian safety along the boundary of the development site.
Then, Habitat hosted a meeting for the community members from the College Avenue neigll5orrloo0_
inviting 38 homeowners to a discussion at the Los Gatos Adult Center on March 1, 2018. Approximately

most of the attendees were very supportive of Habitat becoming the development entity for the project

additional traffic along College Avenue generated by ingress / egress to die project woul0 preclu0e tlleir
support. In fact, they promised to assemble additional neighbors to oppose the project if access was
propose0 along college Avenue.

Mitigating existing street and sidewalk dimensions and improvement issues along college Avenue as
well as neighborhood perceptions regarding vehicular and pedestrian traffic_ while surmountable_ would
potentially delay approvals for developing the site because of unwanted negative reaction and lac!' of
sun_port from the College Avenue neighbors.
Therefore, Habitat revisited its original proposal from April, 1017 and now proposes that the To.•92 of
Los Gatos donate a portion of this property for a 100% affordable development consisting of two to four
2- and "-bedroom homes accessing the property off Dittos Lane. The units will range from
approximately 1,700 to 1 a00 square feet. Also, uabitat proposes to provide some minor impro—agents
to the unused balance of the site for use by the Town as an interim park or gardens while the Town
contemplates plans for any future uses for this remaining portion of Town -owned property.
The homes will have a mix of horizontal and vertical board and shingle siding. Attractive trim materials
and architectural details such as brackets. extended overhangs, and a variety of siding types will increase
the visual appeal of the building. The homes will be simple and modestly sized but will incorporate many
green building features which will address passive solar design. energy efficiency, water efficiency,
resource conservation. and indoor aim guality. Habitat expects that the homes in this project will be
GreenPoint certified, as other recent projects have been. Habitat anticipates that the homes would be
built in one phase.
Habitat intends to design the site circulation to be acceptable for fire. emergency, and service vehicles.
Access to the property will be through an existing adjacent development (the El Gato Penthouse
Apartments). eursuant to your request. we ba" contacted the owners of the adjacent properties who
claim to have control over the access to the site. we have requested letters of understanding for
agreements allowing Habitat to develop the site. The owners expressed a willingness to provide letter
agreements consistent with hose purported to ha`,e h-ten pro"ided to the SuoportTeacherHousine
development, but as of this date, we have not received the supporting letters from these neighbors.
The homes will be targeted towards households earning pc. greater than 100% of the area median
income. The homes will come with a minimum q0-year resale restriction, which are designed to keep the
homes affordable when families are readv to sell and prevents the homes from being sold at market
rate. Habitat typically retains the first option of purchase, —tick means that if a family decides to sell
their home. Habitat can purchase it and resell it to a new qualified family at an affordable sales price.

Through Habitat's flasship new construction program, as a licensed general contractor we have

Rome Renovations
Through Habitat's home renovations program, we purchase homes in need of repair, rehabilitate them,
and sell them to restricted income buyers. Habitat is experienced in renovating homes with significant
deferred maintenance issues an Ras acquires an renovate! approximately i0 homes over the past
few years. These homes range in age from 10 to nearly 100 years old, and in size from just over 700
spua-e feet to over 2,000 spuare feet. Habitat has developed a thorough due diligence process for
investigating homes and assessing their renovation needs. In order to male these homes affordable to
lower income homeowners in the long term. Habitat preemptively fixes major issues anticipated to arise
within the first 5-10 years of homeownership.
Habitat's renovations engage the community in a number of ways by having most of the renovation

provide low-cost, safety -focused repairs that enable homeowners to remain in their homes and
neighborhoods. To date. Habitat has provided general contractor repair services to almost 100

subcontractors. Habitat trains the homeowners and teams of volunteers to perform repairs that are
critical to the health of the family and the building. Common scopes of work include repairs for roofs.

Habitat is partnering with Abode Services on a project to rehabilitate two residential houses on Vermont

Habitat is committed to helping all East Bay and Silicon Valley residents achieve long-term affordable
housing, not just Habitat homeowners. Through our Housing Counseling program_ we work with families
to accomplish financial goals and become ready for homeownership. tAfe are approved by the Lig
Department of Housing and Urban Development (HUD) to provide pre -purchase counseling; pre-
purchase homebuver education: financial management/budget counseling; financial, budgeting_ and
credit education; and non -delinquency post purchase wor"shops. Cur housing counselors help
individuals and households repair credit, reduce debt, and achieve or preserve dreams of
homeownership. Since lulu 2013. Habitat has provided counseling services to over 700 individuals.
Homebuyer and Financial Literacy Workshops are offered to individuals who are already on the path to
homeownership. Habitat also has a Homebuver's Club which gives potential homeowners the tools to
take on the responsibilities of homeownership and includes topics such as understanding the home
buying process_ budgeting_ savings strategies, and keeping debt under control.
