Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 04/17/2018 ITEM NO: 07 DATE: APRIL 10, 2018 TO: MAYOR AND TOWN COUNCIL FROM: LAUREL PREVETTI, TOWN MANAGER SUBJECT: ADOPT A RESOLUTION TO ESTABLISH THE GENERAL PLAN UPDATE ADVISORY COMMITTEE AND APPROVE GUIDING PRINCIPLES TO GUIDE THE WORK OF THE COMMITTEE RECOMMENDATION: Adopt a resolution to establish the General Plan Update Advisory Committee and approve guiding principles to guide the work of the Committee (Attachment 1). BACKGROUND: On February 6, 2018, Town Council discussed the scope and process for the General Plan update. At that meeting, the Town Council indicated that the General Plan is serving the community well, and an update provides the opportunity to refine the Plan, address emerging trends and recent State laws, and consider new issues. On February 20, 2018, the Town Council approved the work plan for the General Plan update, which included the creation of a General Plan Update Advisory Committee (GPAC) which would be comprised of the existing members of the General Plan Committee (GPC) and additional at- large members appointed by the Town Council. On March 12, 2018, the Town issued a Request for Proposals (RFP) for consultant services associated with the General Plan update and Environmental Impact Report (EIR). Proposals are due April 13, 2018. A consultant agreement is expected to be considered by the Town Council before the end of June. If the resolution is approved, a separate recruitment would occur for the additional members to the GPAC. Council interviews and selection would likely be scheduled in the summer after the Council’s July recess. The first GPAC meeting is expected to occur in late summer or early fall 2018. On February 20, the Council also expressed an interest in establishing guiding principles to guide the GPAC’s work during the General Plan update process (see Exhibit A to Attachment 1). The draft guiding principles are based on the Town Council’s discussion of the General Plan Update in February and were prepared in coordination with all Town Departments. FISCAL IMPACT: The General Plan Update Fund has monies available to cover the recruitment of the additional GPAC members, the overall General Plan Update, and its Environmental Impact Report. ENVIRONMENTAL ASSESSMENT: These actions have no effect on the environment and are not subject to the California Environmental Quality Act. Attachment: 1.
