REMARKS:
The applicant's traffic consultant, Hexagon Transportation Consultants, Inc., has submitted a
letter verifying the revised project's consistency with the Environmental Impact Report's
Transportation Impact Analysis (Exhibit 15). The Town's transportation consultant (TJKM) has
reviewed and confirmed the consistency.
Exhibit 16 includes a letter from TJKM, providing additional information about standard traffic
engineering practices in the preparation of traffic studies and alternative study methods.

Subject: Evaluation of the Traffic Impact Findings Consistency for the Reduced 401-
409 Alberto Way Office Project in Los Gatos, CA
Dear Mr. Pu:
Hexagon Transportation Consultants, Inc, completed an evaluation of the reduced 401-409
Alberto Way office project's consistency with the traffic impact findings documented in the 401 to
409 Alberto Way Final Transportation Impact Analysis (TIA), dated August 2, 2016. The TIA
analyzed a 93,500 s.f. office development project. The TIA concluded that the project would not
generate any CEQA-related significant transportation impacts. Subsequent to the TIA, the project
applicant is proposing a reduced project (3rd redesign) of 74,300 s.f. office, which is approximately
a 21 % reduction from the project size analyzed in the TIA. Since the currently proposed project is
smaller than the project analyzed in the TIA, the trips generated for the proposed 74,300 s.f. office
would be less than the 93,5000 s.f. office analyzed in the TIA (see Table 1 below). Table 1, which
was the basis of the TIA, credits existing trips based on driveway counts. Table 2 shows the trip
generation comparisons crediting the existing buildings based on ITE trip rates. Net trip
generation crediting the existing buildings based on ITE was presented in the TIA for information -
purposes only. As shown on both Tables 1 and 2, the currently proposed project would generate
less traffic than the project analyzed in the TIA. The analysis conducted in the TIA is deemed
conservative, and the reduced project's CEQA related transportation impacts would be less than
significant. The conclusions of the traffic study, including the conclusions regarding site access
and on -site circulation would still apply for the currently proposed 74,300 s.f. office project. Since
the currently -proposed project is approximately 21 % smaller than the project analyzed in the TIA,
the extent of project queuing is expected to be less than disclosed in the TIA.

Dear Mr. Pu:
At your request, TJKM has reviewed citizen comments regarding potential traffic issues
associated with the 405 Alberto Way Project. In response to the question regarding what
method is used for determining project vehicle trip generation for Town projects, the Town uses
the Town Council -adopted Traffic Impact Policy that is available to residents, developers and
their consultants on the Town's website. The Traffic Impact Policy requires the Town to use the
most recent edition of the Institute of Transportation Engineers (ITE) Trip Generation Manual for
determination of project traffic trips. This is consistent with VTA's transportation impact analysis
guidelines and used by all other agencies in Santa Clara County. Alternative methods can be
used if determined by the Town's Traffic Engineer that ITE rates would not be applicable. These
alternative methods include San Diego Association of Governments (SANDAG); California
Department of Transportation (Caltrans), the City of San Jose, or a Town -sponsored or peer -
reviewed traffic study (also called a surveyed site rate). Los Gatos' policy and practice is
consistent with practices and procedures contained in the Caltrans document, "Guide for the
Preparation of Traffic Impact Studies".
Standard Traffic Engineering practice is to use ITE for determination of project vehicle trips, as
required by the Town's Traffic Impact policy. There is only one private development project
within the Town in recent history that provided an alternative method, which was the
Winchester/Shelburne project. This project provided both an ITE study and a surveyed site rate
study. The developer of the project proposed to provide an alternative method to respond to
any concerns regarding the ITE rates. Both methods yielded similar results.
We do not believe use of an alternative method would yield different results in the traffic impact
analysis for the Alberto Way project. Typically, these methods produce similar results, and in the
case of Alberto Way, the size of the development has now been reduced, which will yield lower
traffic impacts than originally analyzed for any method used.
