Attachment 1RECEIVED TOWN OF LOS GATOS OCT 18 2017 CLERK DEPARTMENT Affordable Teacher Housing Dittos Lane Los Gatos Sarah Chaffin Support Teacher Housing October 22, 2017 Goal: Create a replicable and sustainable teacher housing model for low and moderate income teachers on Dittos Lane while preserving the historic nature and environment of the site. Mission: Provide low cost rent and down payment savings and assistance for teachers for the future purchase of a house. This will help the Town of Los Gatos recruit and retain teachers and continue to have the best schools in Santa Clara County. This Pilot Program will also help Los Gatos maintain an inclusive community by providing housing for teachers and help the missing middle by using a limited lease period with down payment savings and assistance program. Project Proposal: Create below market rate rental housing for teachers on Dittos Lane. This project will be 2 units with 2 accessory dwelling units. The 2 units will be 3 bedrooms and 3 bathrooms and approximately 2000 square feet. The accessory dwelling units will be 1 bedroom and 1 bathroom and approximately 600 square feet. These units will sit on the historic foot print of the site in order to preserve the historic and environmental nature of the site. Team: Sarah Chaffin is a local Los Gatan with over 15 years of experience in real estate finance, land use and commercial and residential real estate. Sarah is particularly interested in affordable housing for teachers and the missing middle and has spent the last few years becoming an expert on non- profit housing using alternative models besides tax credits. Sarah has a lifelong passion for community service beginning with her participation with Amigos de las Americas and most recently founded SupportTeacherHousing.org which is an advocacy group for affordable housing for teachers and the missing middle. Sarah has lived in Los Gatos for over 12 years and has a 7-year-old daughter. See attached references. Dennis Byron has been an active member of the Los Gatos community since 1972. He has over 45 years of real estate experience. He is currently the Broker/Owner of Montalvo Realty the Luxor Group. Dennis is the chair of the Commercial Brokers Association, CBA, and was the president of NCCAR, Northern California Commercial Association of Realtors, a past Chairman of the Los Gatos -Saratoga District of SILVAR, the Silicon Valley Association of Realtors®, and was a Director for CAR, the California Association of Realtors®. Dennis specializes in residential and commercial real estate and has built and developed several projects ranging from office buildings, condominiums, PUD complexes, shopping centers and single family homes. He has had regular appearances on several network TV shows, has lectured for the California Association of Realtors®. Dennis is married and has two grown daughters and three grandchildren. See attached references. Geoffrey Chapman is a Bay Area Native with over 25 years of experience designing affordable housing. Geoff's father worked in non-profit affordable housing so Geoff is actually a second generation affordable housing advocate. Geoff has been involved in many projects including Good Shepard Transitional Housing for Women, a prefabricated metal stud building for abused and homeless women and Venice Senior Housing, a low income Senior Housing Project. Geoff is known for his creative designs and his vast knowledge of alternative green construction methods. See attached references. For the entirety of my career, I have had to commute 20 minutes or more to maintain semi -affordable housing. I have been working in Los Gatos since 2010. As a single professional, I have moved 3 times since then in search of affordable housing. Most recently I relocated to Prunedale and commute 50 miles one way. I spend a minimum of 2.5 hours a day commuting to serve the children and families of Los Gatos. This takes a great toll on me, in addition to the wear and tear on my vehicle. I am unsure how long this arrangement will be feasible and have reluctantly started to consider finding employment closer to home. I do not want to leave my school, but the lack of affordable housing within the city of Los Gatos and the surrounding cities makes it almost impossible for teachers, especially preschool teachers, to maintain a decent standard of living.
