Patsy Garcia - Alley Maintenance

Subject: Alley Maintenance
Debra Figone,
I am an 11 year resident of Johnson Avenue in Los Gatos and my home is
served by an alley. I strongly support the staff recommendation to provide
town maintenance of alleys. The alleys are important to the greater Los
Gatos community and should be maintained by the Town for the following
reasons:
1) They are part of the historic fabric of the community.
2) The Town 'owns" the alleys and is liable for trips /falls and accidents
just like a public street.
3) Alleys keep cars /garbage etc. off of the streets.
4) There are only one mile of alleys in the Town.
5) Alleys are located within the RDA.
6) The poor condition of the alleys was cited as a blighting condition
that rationalized formation of a redevelopment project area.
7) The RDA tax increment fund is a convenient funding source for alley
maintenance without using general funds.
8) Alleys provide drainage to the public storm drain systems.
9) When residents use alleys they use the public streets less.
10) Town assumption of maintenance will assure a consistent coordinated
level of maintenance for alleys that cannot reasonably be attained any other
way.
For the above reasons I urge the Town Council to approve the staff
recomendation to assume full responsibility for maintenance of the alleys.
Sincerely,
Steve Piasecki

P.S. I sent this message to the town council members.
