MINUTES OF THE TOWN COUNCIL MEETING
OCTOBER 4, 2016
The Town Council of the Town of Los Gatos conducted a Special Meeting on Tuesday,
October 4, 2016, to hold a Closed Session at 5:30 p.m. and a Regular Meeting at 7:00
p.m.
CLOSED SESSION – 5:30 P.M.
CS-1 CONFERENCE WITH LABOR NEGOTIATOR
To meet with Town Negotiators listed below in closed session pursuant to Government
Code §54957.6 regarding negotiations with the Employee Organizations listed below:

Mayor Spector led the Pledge of Allegiance. The audience was invited to participate.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on
the agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Marcia Jensen stated she attended the Highway 85 Advisory
Committee meeting and the Council Policy Committee meeting, and read at
preschool story time at the Library.
- Council Member Rob Rennie stated he attended the Silicon Valley Clean Energy
Authority Executive Committee meeting, and the ribbon cutting for the Gallery 24
opening.
Council Matters – continued
- Mayor Barbara Spector stated she attended the unveiling of the award in the name
of Pat O'Laughlin which will be presented to the Town after the Irish Literary event,
the ribbon cutting for Gallery 24, she and Vice Mayor Sayoc attended the
multicultural event at the Terraces, and she, Vice Mayor Sayoc, and Council
Member Jensen attended the Youth Park Day.
- Vice Mayor Marico Sayoc stated she attended the Senior Officials Workshop, the
League of California Cities quarterly meeting, the Boys Team Charities Annual
meeting, Screen on the Green, and the Council Policy Committee meeting.
- Council Member Steve Leonardis stated he had nothing to report.
Manager Matters
- Announced the annual recruitment for adult Commissioners for all Boards,
Commissions, and Committees has begun. The deadline to apply is November 18,
2016, 5 p.m.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of September 20, 2016.
2. Authorize the Town Manager to award and execute a construction agreement
(Attachment 1) with California Roofing Co., Inc. in an amount not to exceed $59,019,
plus a fifteen percent contingency for a total contract amount not to exceed $67,872
for the Civic Center Museum Roof Improvements Project 821-2109.
3. BLOSSOM HILL PARK BACKSTOP REPLACEMENT PROJECT 831-3407
1. Authorize the Town Manager to award and execute a construction
agreement with AAA Fence Company (Attachment 1) in the amount of
$91,392, plus a ten percent contingency for a total contract amount not to
exceed $100,531 for the Blossom Hill Park Backstop Replacement Project
831-3407.
2. Authorize the Town Manager to accept a one-time donation of $25,000
from the Los Gatos Little League (LGLL) as a contribution towards the
backstop replacement.
4. Authorize the Town Manager to execute a Third Amendment to Agreement providing
for implementation of the Santa Clara Valley Urban Runoff Pollution Prevention
Program.
5. Adopt a resolution making determinations and approving the reorganization of
territory designated as Winterbrook Road No. 5, an approximately 0.394 acre parcel
including a section of roadway, located at 16020 Winterbrook Road. APN 523-26-
RESOLUTION 2016-050
014.
6. Authorize the Town Manager to Purchase Three Replacement Patrol Vehicles from
Folsom Lake Ford in an Amount Not to Exceed $101,523.

7. Storm Maintenance and Response Service Agreement with West Valley Sanitation
District
a. Authorize the Town Manager to execute a second amendment to Storm
Maintenance and Response Service Agreement with West Valley
Sanitation District for Storm Drain Maintenance services for FY 2016/17 in
an amount not to exceed $43,000.
b. Authorize the Town Manager to execute all future amendments to the
storm maintenance and response service agreement with West Valley
Sanitation District for storm drain maintenance services including annual
rate increases, subject to the annual appropriation of funds by the Town
Council.

Maria Ristow, representing the Broadway neighborhood
- Thanked the Town, staff, and contractors for the care and concern given to the
residents during the Almond Grove reconstruction.
Mike Brown
- Commented on the Hilow project that was before Council on September 20.
PUBLIC HEARINGS
8. Consider amendments to section 29.10.150 of Chapter 29 of the Los Gatos Town
Code to revise the required parking requirements for restaurants.
Monica Renn, Economic Vitality Manager, and Joel Paulson, Community Development
Director, presented the staff report.
Opened Public Comment.
Alex Hult
- Commented in favor of the Fire Code dictating the number of seats, decoupling
seats and parking, staying with the 300 square foot calculation, looking into creative
ways to help with the parking; and he was against increasing the parking space
requirements.

9. Receive a status report on the Entertainment Policy adopted by Town Council on
June 21, 2016

- Commented that the outdoor entertainment by right policy should be eliminated.
Alex Hult
- Commented in favor of the existing policy.
Gillian Verga
- Made suggestions for modifications to the existing policy.
Catherine Somers
- Commented in support of the existing policy.
Steve Hauck
- Questioned the process and cost for those who have a limitation in their Conditional
Use Permit (CUP) as opposed to those businesses with no limitations in their CUPs.
Closed Public Comment.
Council discussed the matter and no action was taken.
10. Authorize the Town Manager to send a letter to the Metropolitan Transportation
Commission and the Association of Bay Area Governments in support of the
preferred scenario for Plan Bay Area 2040.

but where possible indicates the Town would support numbers that
are consistent with the General Plan projections and planning, and
emphasizes that the Town looks forward to working with them on
