MINUTES OF THE TOWN COUNCIL/PARKING AUTHORITY MEETING
JANUARY 19, 2016
The Town Council of the Town of Los Gatos conducted a Special Meeting on Tuesday,
January 19, 2016, to hold a Closed Session at 5:45 p.m., and a Regular Meeting at 7:00
p.m.

To meet with Town Negotiators listed below in closed session pursuant to
Government Code §54957.6 regarding negotiations with the Employee

Present: Mayor Barbara Spector, Vice Mayor Marico Sayoc, Council Member Marcia
Jensen, Council Member Steve Leonardis, Council Member Rob Rennie.

PLEDGE OF ALLEGIANCE
Anne Zepecki led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
Mayor Spector presented a Small Business, Big Applause certificate to Los Gatos
Autocare.
Mayor Spector presented End of Term Commendations to Commissioners for their
service on Town Boards, Commissions, and Committees.
Mayor Spector presented a Commendation to Outgoing Poet Laureate, Erica Goss, and
thanked her for her service. Ms. Goss thanked the Town and read a short poem.
Laurel Prevetti, Town Manager, recognized the Parks & Public Works Streets Crew Jon
Bianchi, Thomas Lettiere, Sherrie Olsen, Robert Ormonde, Moses Tameilau, and
Brooks Tamone as the Town’s Employee Team of the Quarter.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on
the agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Marcia Jensen had no report.
- Council Member Rob Rennie stated he attended a question and answer session
with U.S. Secretary of the Treasury, Jacob. J. Lew; the Valley Transportation
Authority (VTA) Policy Advisory Committee meeting, and the Cities Association
Board meeting.
- Mayor Barbara Spector stated she attended the Parking Infrastructure Ad Hoc
Committee meeting with Council Member Rob Rennie; the Town Executive Team
meeting; the Finance Committee meeting with Council Member Steve Leonardis;
Leadership Los Gatos; the Regional Transportation meeting; the All Employee
Breakfast with Vice Mayor Marico Sayoc; the Conceptual Development Advisory
Committee (CDAC); a SILVAR (Silicon Valley Association of Realtors) installation
dinner; and the West Valley Mayor/Manager’s meeting.
- Vice Mayor Marico Sayoc stated she attended the Planned Development Study
Committee meeting, the Community Choice Energy meeting, the Youth Commission
Meeting with Mayor Spector, and the CDAC meeting.
- Council Member Steve Leonardis stated he attended the Finance Committee
meeting; chaired the West Valley Sanitation District (WVSD) Board of Directors
meeting, and attended the Treatment Plant Advisory Committee meeting.
Manager Matters
- Ms. Prevetti announced recruitment has begun for vacancies for adult
Commissioners on the Arts & Culture Commission, General Plan Committee,
Transportation & Parking Commission; and for Student Commissioners to serve on
the Community & Senior Services Commission, Library Board, Parks Commission,
and Youth Commission.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of December 15, 2015.
2. Appoint New Town of Los Gatos Poet Laureate.
3. Authorize the Town Manager to purchase two replacement Police Command Staff
Patrol Vehicles from Winner Chevrolet in an amount not to exceed $81,311.
4. Bicycle and Pedestrian Master Plan
a. Accept a Partnership to Improve Community Health (PICH) grant from the Santa
Clara County Health Department for development of a Bicycle and Pedestrian
Master Plan (BPMP) and authorize a budget adjustment in the amount of
$40,000 to recognize receipt and use of grant funds.
b. Authorize the Town Manager to execute all grant documents and agreements.

c. Accept a contribution from the City of Monte Sereno and authorize a budget
adjustment in the amount of $7,500 to recognize receipt and use of the funds.
d. Authorize the issuance of a Request for Proposals (RFP) for preparation of a
Bicycle and Pedestrian Master Plan.
e. Provide input to staff on key community issues to be included in the proposed
scope of services.
5. PPW Job No 15-811-9901 And 15-811-9903– FY 2015/16 Annual Street Repair and
Resurfacing Project and Pavement Rehabilitation - Crack Seal 811-9901 and 811-
9903.
a. Approve the revised plans and specifications for the Annual Street Repair and
Resurfacing and Pavement Rehabilitation – Crack Seal Project and authorize the
Town to advertise the project for bid.
b. Authorize the Town Manager to award and execute a construction agreement in
an amount not to exceed the available budgeted amount of $2,232,782, which
includes a 15 percent contingency.
6. Traffic Around Schools
a. Authorize the Town Manager to execute a consultant agreement with Traffic
Patterns to evaluate and make recommendations specific to reducing vehicular
traffic around schools in a base contract amount of $71,631 with a contingency of
$7,163.
b. Authorize a budget adjustment to transfer the necessary funds from the special
studies reserve.
7. Approve the Friends of the Library application for a sign permit to place a temporary
banner on the South-East corner of 106 E. Main Street facing the Civic Center
parking lot.
8. Establishing an Underground Utility District (UUD)
a. Approve a boundary modification for the Los Gatos Boulevard Rule 20A District
establishing an Underground Utility District (UUD) along Los Gatos Boulevard
from South of Lark Avenue to Chirco Drive.
b.
Approve a Resolution setting March 1, 2016 as the Public Hearing date for
RESOLUTION 2016-001
establishing an Underground Utility District.
9. Approve an amendment to the employment agreement between the Town of Los
Gatos and the Town Attorney for a 5% increase to the annual base salary effective
with the Town Attorney’s anniversary date of December 12, 2015 and a lump sum
performance bonus of $5,000.

Susan McElroy
- Introduced herself as the new Public Relations Officer for the Butter Paddle and
East Field Ming Quong and gave a brief description of both.
Andy Swing
- Spoke on behalf of the neighborhood that borders the eastern edge of Los Gatos
High School and commented on the traffic and pedestrian safety issues associated
with the high school expansion plans; requested the Town be aware of the area, to
hold the High School accountable with their expansion plans, and stated the
neighbors want to work with the Town, the school and the residents.
Kim Hastings
- Thanked the Council for their action regarding traffic on N. Santa Cruz, and
commented on the traffic signal timing at Hwy 9 and University.

the Forbes Mill Footbridge Revitalization Project and $5,000 to fund
the development of a comprehensive, multi-year public art plan.
