RESOLUTION OF THE TOWN OF LOS GATOS
ADOPTING RESOLUTION ENDORSING
SANTA CLARA COUNTY CITIES ASSOCIATION
POSITION STATEMENT REGARDING REGIONAL GOVERNANCE
WHEREAS, the Santa Clara County Cities Association has adopted a position
statement on regional governance; and
WHEREAS, this statement reflects the position of the Town Council of the Town of
Los Gatos.
THEREFORE, BE IT RESOLVED, that the Town Council of the Town of Los Gatos
endorse the Position Statement on Regional Governance adopted by the Board of Directors
of the Santa Clara County Cities Association on October 10, 1991 and amended on March
12, 1992 (attached)

the Town of Los Gatos, California, held on the 9th day of August, 1993 by the following

POSITION STATEMENT RE REGIONAL GOVERNANCE

Adopted by the Board of Directors on October 10, 1991;
amended March 12, 1992
1. The SCCCA concurs with the need for a new regional decision -
making process to address issues of regional significance.
Traffic congestion, provision of affordable housing, and
environmental degradation are examples of problems that have
not been satisfactorily resolved by the existing special
purpose regional agencies or the independent actions of cities
in the Bay Area.
2. The consolidation of ABAG, MTC, the BAAQMD, water quality
boards, and BCDC should be investigated further with the goal
of developing a more effective decision - making process to
resolve these regional problems.
The interim governing board of any new regional agency should
be comprised of locally elected officials, a majority of whom
should represent cities. Allocation of elected official board
members within Santa Clara County would be divided equally
between the Board of Supervisors, the City Council of San
Jose, and the remaining City Councils.
The majority of cities within Santa Clara County oppose the
inclusion of appointees on the interim board; however, if
regional government legislation does include appointees, the
nomination and selection process governing those appointments
should be conducted by the elected officials representing the
subregion.
Any regional decision - making process should maintain the
maximum role of cities in providing individual services and
protecting local community identity and vitality through
traditional land use planning methods.
5. A " subregional" focus should be a key element in any regional
plan. This can be accomplished through use of Congestion
Management Agencies or other new subregional entities that
acknowledge interdependencies with counties contiguous to
counties within the defined regional area.
6. Some equitable method of revenue sharing should be explored to
encourage local jurisdictions to provide regional- serving uses
which might otherwise be to their disadvantage (e.g.
affordable housing, "LULUS ").
