RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
ADOPTING THE ARTS COMMISSION MASTER PLAN
WHEREAS, the Town Council adopted Arts Commission Master Plan in
1991 through Resolution 1991 -187; and
WHEREAS, the Arts Commission updated and revised the Master Plan; and
WHEREAS, Town Council wishes to replace the 1991 Master Plan with the
revised version.
NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF LOS
GATOS DOES HEREBY RESOLVE AS FOLLOWS: that the Town Council hereby 1)
adopts the attached Arts Commission Master Plan; and, 2) rescinds Resolution
1991 -187.
PASSED AND ADOPTED at a regular meeting of the Town Council of the
Town of Los Gatos, California, held on the 20th day of September, 1993, by the following
vote:

ARTS COMMISSION MASTER PLAN
Mlssion statement:
The Arts Commission encourages the understanding, development and appreciation
of creative arts activities in the Town of Los Gatos. Its purpose is to
enrich people's lives through the arts, and to establish a strong community
identity. The Arts Commission is advisory to the Town Council on arts pro-
grams and plans, and coordinates Council- approved arts activities.
Goals, Objectives, Activities:
I. The Arts Commission Master Plan, as approved by the Town Council, will be
used as a guide by the Arts Commission.
A. The Arts Commission will review the Master Plan annually.
B. The Arts Commission will develop a schedule of projects.
C. The plan and schedule will then be reviewed with the Town Council, and
the public will have an opportunity for input.
II. The Arts Commission seeks to encourage community involvement in arts
programs and projects.
A. Arts Commissioners individually and collectively shall:
1. Actively participate in the implementation of the Master Plan.
2. Encourage and support collaborative efforts among arts groups.
3. Regularly develop and distribute a brochure on Arts
Commission activities and services within the community.
4. Cooperate with the Friends of the Arts, a membership support gro;;
to increase awareness of the arts, and to promote fund raising.
5. Support the Friends of the Arts "Annual Arts Awards Evening" whi ':
recognizes an individual, a group, or a business making a signif:
cant contribution to the arts in Los Gatos during the preceding
year. A public notice in local newspapers requests nominations !',r
the award. Members of the Friends of the Arts, and the Arts c,)T
mission (with community assistance), will determine the recipiPn!s
6. Network with other Town commissions in order cooperatively to
implement projects and programs which serve the Town.
a. The members of the Arts Commission will annually complete
visits to other Arts organizations locally and in the lar,. „.
community.
b. The Arts Commission will encourage groups or individuals in
the Town to support arts projects through monetary donation
and the existing granting process.
7. Continue to produce and direct "Music in the Plaza" as an on -going
summer music series designed to enhance and enrich the Los Gatos
community.
B. Future projects include but are not limited to the following:
1. Help to develop arts groups in the Town, and to continue to support
the theatre groups, and poet laureate.
2. Establish a revenue source to fund Arts Commission projects.
3. Review and inventory existing arts facilities available to the
Town.
III. The Arts Commission will develop a budget including program costs for the
coming year, revenue sources, and justification for expenditures each year.
A. Specifically, the Arts Commission shall:
1. Review all program expenditures over the past year.
2. Detail planned projects and established programs which need funding
for the following fiscal year.
3. Seek funds from grants agencies.
4. Review all fund raising sources and establish fund raising plans
which may include one or more of the following:
a. Sponsor fund raising events or projects to support Arts Com-
mission projects and programs,
b. Encourage arts organizations and individuals to participate in
Town Community Service Grants Programs.
c. Seek financial and in -kind support from the Town Council for
certain projects.
d. Provide fund raising information to the Town Council in order
to determine the financial support needed for certain
projects.
e. Develop a reserve fund.
f. Establish a permanent endowment or trust for the arts in the
Town.
IV. The Arts Commission seeks to enrich the Town environment through public
arts programs.
A. The Commission implements Town policy concerning long -term loans, gifts,

purchases and commissioned artworks for public installation. It shall:
1. Identify, with Town Staff assistance, suitable exterior and interi-
or sites for public art.
2. Review long -term loans, gifts, and purchases of existing works via
an ad hoc committee which will make recommendations for acceptance
or rejection to the Arts Commission. The Arts Commission will then
forward its recommendations to the Town Council.
B. The Commission will continue to work on a suitable Arts Fund Ordinance.
When community support for an ordinance is demonstrated, the Commission
Will request that the Town Council pass and implement the ordinance.
