RESOLUTION OF THE TOWN OF LOS GATOS ESTABLISHING
POLICIES AND PROCEDURES REGARDING THE 1994 FIFA WORLD CUP
ACTIVITIES IN THE TOWN OF LOS GATOS

It is important to establish a central liaison to coordinate and facilitate the host
activities for the 1994 FIFA World Cup Competition in the Town; and
The Mayor is the logical person to act as that liaison because of the Mayor's
experience and initiative in developing the current planning and preparation for those
activities, as well as his personal knowledge of the organizations and persons involved,
RESOLVED:
1. The policies and procedures contained in Exhibit A are hereby adopted.
PASSED AND ADOPTED at a regular meeting of the Town Council of the Town
of Los Gatos, California, held on the 23rd day of May, 1994_ by the following vote.

POLICY AND PROCEDURES FOR
HOST SUPPORT FOR 1994 FIFA WORLD CUP ACTIVITIES IN
THE TOWN OF LOS GATOS
1. The Mayor is hereby appointed and authorized to act as central liaison for Host
Activities by the Town with regard to the 1994 FIFA World Cup Soccer Competition
occurring in the San Francisco Bay Area. These liaison duties include the following:
a. To facilitate and coordinate activities in the Town involving the Fdddracion
Internacionale de Football Association (FIFA), the Government of Brasil, the
U.S. Soccer Federation (USSF), the ConfederagAo Brasileira de Futebol
(CBF), and other related organizations, sponsors, and persons. These
activities will probably include receptions, lunches, dinners, and other special
events. In addition, liaison will include assistance in understanding and
working with the special event permit process, and providing reference
assistance to local organizations that can provide additional information,
facilities, and support.
b. To coordinate the welcoming festivities for officials visiting the Town during
the World Cup Soccer Competition.
C. To ensure that information is provided to visitors and residents regarding
Town laws, policies, and procedures.
d. To accept on behalf of the Town appropriate gifts or donations made in
connection with World Cup Soccer activities.
2. On behalf of the Town, the Mayor may negotiate with persons regarding the
following:
a. Provision of Town facilities in support of World Cup Soccer Competition
activities.

b. Provision of official vehicles for World Cup Soccer Competition activities
related to the Town.
The Mayor is authorized to execute letters of intent regarding these matters on the
condition that for agreements requiring Council approval pursuant to the Town Code, these
letters of intent be brought to the Council for review and ratification before having any
binding effect on the Town.
3. In order to carry out the Mayor's duties and responsibilities as set forth above,
the sum of $4,000 is appropriated from the Town's Reserve for Economic Uncertainty, and
the Mayor is authorized to expend that sum for the following host activities:
a. Purchase of suitable gifts from the Town to officials of the official
organizations related to the World Cup Competition and the Town.
b. Reimbursement for appropriate host entertainment in the Town for officials
of the official organizations related to the World Cup Competition on behalf
of the Town.
C. Rental of vehicles to transport officials or soccer team members for activities
related to the Town.
The Mayor will follow Town purchasing procedures in making these expenditures.
