1997-059-Establishing The 30 General Plan Task Force As An Advisory Body To The Town Council And Repealing Town Council Resolution 1997-39RESOLUTION 1997 -59 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS ESTABLISHING THE 30 MEMBER GENERAL PLAN TASK FORCE AS AN ADVISORY BODY TO THE TOWN COUNCIL AND REPEALING TOWN COUNCIL RESOLUTION 1997 -39 RESOLVED, by the Town Council of the Town of Los Gatos, that the Town Council hereby formally establishes the General Plan Task Force. The Task Force shall be advisory to the Town Council and shall operate in the manner hereinafter prescribed. Appointment and terms of office. The General Plan Task Force shall consist of 30 members appointed by the Town Council. Members represent various geographic areas, community interests and organizations, various age groups, residential interests, business interests and other interests as identified by the Council at the time the appointments are made. Members of the Task Force may not belong to any other established Town commission, board or committee. The term of office for the Task Force members shall begin upon Council appointment and will end at the conclusion of the Task Force's report to Town Council in January 1998. Attendance at meetings. Appointed members of the Task Force must commit to attendance at all seven of the scheduled meetings of the Task Force at the time of their appointment. Two unexcused absences will subject the member to expulsion from the Task Force. The Council will not fill any vacancies that occur after the July meeting of the Task Force. Meeting_s� officer. The Task Force will meet on June 26, July 17, September 4, October 2, November 6 and December 4, 1997 and January 27, 1998. The Task Force will select a Chair to present the Task Force's recommendations to the Town Council. 4. Powers and Duties. The Task Force will attempt to discover a community consensus about the vision for Los Gatos in the next century The Task Force will assess the General Plan, Hillside Specific Plan and Downtown Specific Plan to see if they will allow the Town to be what the community wants it to be in the next century, and identify the primary issues. The Task Force will list the identified issues in order of importance. The Task Force will recommend which parts of the General Plan and /or Specific Plans need to be examined and studied further by other Town bodies, and offer some preliminary approaches. The Task Force will reach decisions by consensus rather that format votes. 5. Conflict of interest. Upon appointment to the Task Force members are required to file Conflict of Interests forms with the Town Clerk for Disclosure Categories 2, 3, & 4 as listed in Town Code Sec. 2.30.615. 6. Resolution not to affect powers of Town Council or Planning Commission. Nothing in this resolution shall be construed as restricting or curtailing any of the powers of the Town Council or Planning Commission, or as a delegation to the General Plan Task Force of any of the authority or discretionary powers vested and imposed by law in such bodies. 7. Rescind Resolution 1997 -39.
