RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF LOS GATOS
ADOPTING THE TOWN OF LOS GATOS
AMERICANS WITH DISABILITIES ACT - TRANSITION PLAN
WHEREAS, the Congress of the United States under the Americans with Disabilities
Act has sought to provide a national mandate for the elimination discrimination against
individuals with disabilities; and
WHEREAS, the Town of Los Gatos is responsible under the Act to provide ready
access to each of its programs, services, and activities; and
WHEREAS, The Town of Los Gatos is responsible under the Act to prepare a
detailed "Transition Plan" setting forth the steps necessary to complete structural changes
to facilities to provide for ready access;
RESOLVED: that the Town Council adopts the Town of Los Gatos, Americans with
Disabilities Act - Transition Plan; and
FURTHER RESOLVED: that the Town Council appoints the Town Director of
Building and Engineering Services as person responsible to coordinate, implement, and
execute the Town of Los Gatos, Americans with Disabilities Act - Transition Plan.
PASSED AND ADOPTED at a regular meeting of the Town Council of the Town

PLAN ADMINISTATION
The Transition Plan
Because of the specific nature of the 'programs ", and /or activities provided by the Town,
an effort has been made to organize the various Town properties according to use. The
facilities owned and operated by the Town of Los Gatos can be divided into three
categories. These categories are:
1. Buildings
2. Parking Lots
3. Parks and Playlots.
In addition to organizing Town properties into three categories, these properties have
been assigned priority from one to thirty -four, with one being the most significant Town
property in terms of potential use by disabled persons. This prioritization was done as
a joint effort of the staff of the Town of Los Gatos and individuals representing the local
disabled community.
The statutes outlining the Transition Plan provide jurisdictions up to three years to
implement corrective measures identified in their Transition Plan. The strategy for
implementing the Town's Plan over 3 years is built on the following criteria:
Town properties subject to highest levels of public use receive the highest
priority for being made compliant with ADA requirements.
2. Sites designated as high priority are identified to be brought into reasonable,
full compliance during the first year of the Plan.
3. Sites of lesser priority are identified to be brought into compliance during the
second and third year of the plan.
In each of the three use categories, specific Town properties have been given a brief
introductory description and identified as to overall priority. Following the introductory
descriptions, each site is given a year by year summary of the corrective measures
necessary to bring the site into reasonable compliance. Each site /facility was examined
according to the levels of accessibility outlined and recommended by ADA Title 11
regulations:
Arrival at the fa cility (parking, passenger loading areas, exterior access routes)
Disabled persons must be provided the ability to arrive on site, park, approach the
building and gain primary entry to the building. Primary access to a building is a
prerequisite to having access within a building.
Access to programs, services or activities (building doors and walkways, interior
routes, rooms and spaces, stairways and elevators, etc.) - The overall design and
layout of the building must allow persons with disabilities the freedom to obtain
goods and services without the need for special assistance. Where it is physically
impossible to provide full accessibility, assistance and /or alternative services
should be available upon request to those seeking service.
Accessibility and usability of public amenities (public restrooms,telephones, drinking
fountains, etc.) Where amenities are provided, they should be usable and
accessible to all people.
A copy of the detailed findings of the Town's ADA compliance evaluation survey is
available for public review at the public service counter of the Department of Building and
Engineering Services located in the lower level of the Town Hall Building.
BUILDINGS
The buildings owned by the Town present the greatest challenge in gaining compliance
with ADA requirements. Almost all Town buildings were constructed at a time when there
were no requirements for providing access for the disabled. State and Federal
requirements have subsequently come into effect and the Town has in some instances
made modifications to its buildings to make access more available. An example of this
can be seen in the installation of wheelchair ramps to all levels of the Town Hall building.
In other cases the Town has not attempted to provide better access for the disabled in
buildings that receive and involve small or infrequent numbers of people seeking Town
services. An example of these types of buildings would be the three Fire Station buildings
owned by the Town and operated by the Central Fire District.
110 E. Main St. - (Town Hall /Civic Center) PRIORITY - #1
The Town Hall - Civic Center Building is partially accessible and will require the
addition of one Disabled parking space. Modifications to the parking lot striping,
access ramps, and primary entrance doors will be necessary. Attention to ADA
sign requirements along with minor corrective work on guardrails and handrails
will eliminate obstacles to primary access.
Town Hall services include the Library, Police Department, Town Administrative
offices, Building, Engineering and Planning Departments. The Town Council
Chambers are also located in this building. Each of these Departments are
currently accessible but will require modifications in counter heights, door
hardware, and office furnishing layouts to facilitate more reasonable access in each
department. ADA sign requirements need to be addressed in each of the
Departments described above.
Public restrooms are accessible with the exception of the restrooms in the lower
level of the library. Corrective work on the drinking fountain and public telephones
is also required throughout the building.
Under the 1993 - 1998 Capital Improvement Program for the Town of Los Gatos,
upgrading of the Council Chambers sound system is identified as a priority under
the 1993 -94 adopted budget.

2. 208 E. Main St. - (Neighborhood Center) PRIORITY - #6
The Neighborhood Center building currently has curb ramps and disabled parking
however, the central ramp and the parking space do not meet the strict
requirements for ADA compliance. It will require the modification (structural) of the
curb ramp and reorientation and restriping of the parking space to gain
compliance.
Services inside the building are reasonably accessible. Adding signs, relocating
furnishings, installing handrails, and changing hardware will make all programs and
services fully accessible.
Public amenities associated with the Neighborhood Center are presently not
accessible. Drinking fountains and telephones need to be replaced or modified.
The restrooms need nonstructural modifications such as door adjustments, grab
bars, fixture changes, etc.

The Community Education and Recreation Building needs a van accessible parking
space. Entry door hardware needs replacement and in some cases adjustment.

The disabled parking space serving this facility will require modification of
dimensions and cross slope. There is no existing path of travel to allow wheelchair
access into the building. To provide for access a ramp will need to be
constructed.
Once in the building, there is no need for public access to any other portion of the
building.
Signs must be added to bring the building up to standard, and an accessible
drinking fountain should be installed to replace the non - accessible one now in
place.

The Los Gatos Museum building currently has no accessible parking. There is a
pedestrian ramp leading to the front entry of the building. This ramp needs to be
modified to comply with ADA standards.
Inside the museum, there are areas of exhibits which are not accessible to
someone in a wheelchair.

8. 75 Church St. - (Forbes Mill Museum) PRIORITY - #9
The Forbes Mill Museum is located at the end of a long, paved, private road off of
Church Street. It is not possible to gain access to the Museum using sidewalks
connecting to Church Street. Presently, persons in wheelchairs using public transit
to the Main Street bus stop can travel down to the Museum by way of the paved
driveway only. Parking at the building is accessible however, it is not fully
compliant with ADA standards in the area of striping, size, and cross - slope.
Inside the Museum only the ground floor area is accessible. The second floor
exhibits and offices are only accessible by stairs.
The addition of signs and audio exhibits will contribute to a more usable facility.

This facility is completely accessible.
PARKING LOTS
The public parking lots owned by the Town present the area of least difficulty in gaining
ADA compliance. The main issues of accessibility concerning the Town's parking lots
are; parking spaces, sidewalks to and from parking spaces, and signs. The Town has
worked hard in past years to provide access in its lots.

Parking lot 1 - (Saratoga/Bachman) PRIORITY - #7
This lot require the installation of two more disabled parking spaces. It is also
necessary to relocate one of the existing spaces to a location that affords better
access away from hazardous cross - slope.
Year 1993 -1994: Add two additional disabled parking spaces. Upgrade
Year 1994 -1995: No work to be done during the second year.
Year 1995 -1996: No work to be done during the third year.
Parking lot 2 - (Bachman /Royce)
PRIORITY - #11
Lot #2 needs three additional disabled spaces. Additionally one existing space is
substandard in dimension and cross - slope.
Sidewalks at each end of the parking lot are not presently accessible from the lot
and this should be corrected as well.

Two spaces can be deleted from this lot and a path /sidewalk added in front of the
existing group of spaces at the North end of the lot to make the disabled parking
and path of travel to the businesses abutting the lot safer.

accessible by end of the first year.

Parking lot 9 - (Park Avenue)

Lot 13 requires 3 more disabled parking spaces to comply with the number
required by ADA standards. In addition to the new spaces, the existing spaces are
situated in such a manner to require a user of the space to cross a traffic lane to
gain access to the businesses served by the parking lot.

These spaces will require the addition of a designated, striped crosswalk from the
spaces to the business area.

Year 1994 -1995: Add three disabled parkino spaces.
Year 1995 -1996: Correct excessive cross slope problems on sidewalk
along West Main St. at driveway (wheel chairs must use
this portion of public sidewalk to access shops on Santa
Cruz Ave.). This lot to be fully accessible by the end
of the third year.
Parking lot 15 - (East Main /Jackson) PRIORITY - #26
This small lot at the end of East Main Street requires the addition of one disabled
van parking space. Proper signs must be installed as well. Existing curb cut
ramps at the lot exceed slope allowances and should be modified to bring them
into line with ADA tolerances.
Year 1993 -1994: No work to be done during the first ,year.
Year 1994 -1995: No work to be done during the second year.
Year 1995 -1996: Correct excessive slopes on all curb ramps associated
with this lot. This lot to be reasonably fully accessible
by the end of the third year.
Park and Ride - (North of Saratoga) PRIORITY - #31
This location requires the addition of one disabled parking space along with proper
sign.
Year 1993 -1994: No work to be done during the first year.
Year 1994 -1995: No work to be done during the second year.
Year 1995 -1996: Add one additional disabled parking space. This lot to
be fully accessible following the third year.
PARKS AND PLAYLOTS
The parks and playlots throughout Los Gatos present the widest variety of obstacles to
accessibility. Most of theses obstacles are of minor or moderate difficulty to bring into
compliance with ADA requirements. It is important to recognize that in many cases, the
topographical nature of the park makes it impossible to provide access for certain
disabilities related to physical mobility. In many cases however, providing accessible
parking and paths of travel to major activity areas of Town Parks will insure that the
disabled will have opportunity to enjoy the benefits of the beauty and recreation provided
by our park system.
Blossom Hill Park PRIORITY - #3
This park site requires some modification of the parking area to provide safe
access to the park entrance and footpath. There is a sufficient number of parking
spaces however, there is a need for a designated crosswalk across the traffic lane
in the parking lot. It is also necessary to remove a portion of the curb near the
disabled parking space and extend a paved sidewalk to the public sidewalk running
along Shannon Road.
Inside the park near the play area there is presently no solid path access to the
picnic tables adjacent to the play area. It will be necessary to install a path to at
least one table and modify the table to allow for disabled use.
Restrooms in the park near the Little League Baseball field are accessible only on
the mens restroom side of the building. Access to the womans side of the building
is blocked due to snackbar line railings installed to prevent crowding at the
snackbar. A paved sidewalk around the back of the snackbar /restroom to the
entry of the womans restroom is required. Drinking fountains throughout the park
are unusable by the disabled and should be replaced.
Year 1993 -1994:
Install signs along Blossom Hill Rd. showing directions
to public parking on Shannon Rd. side of Park. Provide
path surface in picnic area to allow for disabled access.
Remodel existing picnic table /s to allow for wheel chair
use. Provide hard surface path and landing at drinking
fountain. Upgrade restroom facilities to minimum
accessibility standards (ladies restroom is inaccessible).
Provide wheelchair access to bleachers at ball field.
Year 1994 -1995: Construct wheelchair ramp to tennis courts. Provide
path to play equipment area. This Park to be fully
accessible by the end of the second year.
Year 1995 -1996: No work to be done during the third year.
2. Bachman Park
PRIORITY - #13
This park is currently being made accessible with the installation of an accessible
parking space and the construction of a paved ramp to the play area.
An accessible picnic table and drinking fountain will complete the process of
making the park fully accessible.

Balzer Field PRIORITY - #10
The Balzar Field baseball diamond will require the installation of a disabled parking
space. A solid surfaced path to the bleacher area and a slab area for wheelchair
viewing will allow the disabled to participate in the enjoyment of watching games
at the facility.
The current restroom facilities at the snack -bar will need to be modified by installing
appropriate landings at each door as well as rehanging the door to swing out and
installing proper hardware.
Year 1993 -1994:

4. Bel Gatos Park PRIORITY - #17
Belgatos Park currently lacks a designated disabled parking space. ADA parking
requirements can be met by installing one disabled parking space. Properly sloped
pathways will need to be constructed to make wheelchair access possible to the
play area and restroom building. The present pathways all exceed allowable slope
tolerances. The park amphitheater and picnic table areas are located in remote
areas of the Park which due to topographical nature are not accessible by
wheelchair using ADA slope standards. It is necessary to install accessible picnic
tables in a location near the play area or restroom building.

Bel Gatos Park Cont.
Appropriate signs throughout the Park will assist the disabled in their enjoyment
and use of the Park. The restroom facilities do not currently comply with ADA
standards. Modifications to the restroom building will be necessary to complete
the process of full compliance.

Year 1994 -1995: Provide one disabled parking space. Create accessible
path of travel from parking area to restrooms, picnic
area and play equipment.
Year 1995 -1996: Upgrade restrooms to full compliance with ADA
standards. This park to be reasonably fully accessible
at the end of the third.
Fairview Plaza
PRIORITY - #24
This residential Park will require the installation of a designated curbside disabled
parking space as well as a curb cut to allow a wheelchair to gain access into the
Park. There is currently only dirt pathways in the small Park. It would be helpful
to a disabled person to have a paved pathway leading to a landing and /or bench
in the park from the parking space.
Year 1993 -1994: No work to be done during the first year.
Year 1994 -1995: No work to be done during the second year.
Year 1995 -1996: Install curb cuts at opposite sides of this park
(2 locations). Install hard, paved path to wheelchair
landing near center of park. This park to be fully
accessible by the end of the third year.
Howes Playlot
PRIORITY - #19
This small neighborhood Park is accessible by public sidewalks on both Thomas
Drive and Howes Drive. Disabled persons seeking to park near the Playlot cannot
reach the sidewalk from the street pavement because of an absence of curb ramps
at or near the Park. The installation of curb ramps at both street entrances to the
Park will allow for curbside access to the Park.

Howes Playlot Cont.
Year 1994 -1995:

La Rinconada Park

and width standards. This park to be fully accessible

PRIORITY - #18
This park currently is not accessible to the disabled confined to wheelchairs. There
is no designated parking space for the disabled. The existing parking is simply
parallel parking along the street. The addition of a designated disabled parking
space and the installation of a wheelchair usable path to the picnic areas will
provide new opportunities for the disabled to use this park!
Tables in the picnic area are presently unusable by someone in a wheelchair.
Modification to at least one table will be necessary for wheelchair use. The
drinking fountain at the park will require modification as well as the installation of
a wheelchair path to allow for disabled use.

The Live Oak Manor Park runs between Lester Lane and Carlton Avenue. The
Park has no paved pathways and lacks street level curb ramps. To provide site
access, curb cuts and curb ramps will need to be installed at each street entrance
to the Park. One inside the Park, Paved pathways through the park will need to
be provided to allow wheelchair access from street to street.

Access is required to the play area in the Park and picnic Tables in the Park will
require modification to allow for use by the disabled.

This portion of the Los Gatos Creek Trail extends from the Forbes Mill Museum
South toward Lexington Reservoir. There is currently disabled parking at the
Forbes Mill site however, it requires some modification to be in full compliance with
ADA standards. Plans are being prepared for the paving of the Town's portion of
the trail leading South under the Main Street bridge.
Year 1993 -1994: No work to be done during the first year.
Year 1994 -1995: Provide signs at entrance to trail. Remove barrier posts
to allow for wheelchair access. This area to be
reasonably accessible by the end of the second year.
Year 1995 -1996: No work to be done during the third year.
Novitiate Park Site PRIORITY - #23
This Park site is currently undeveloped. There is no public parking or services at
this location. Future development of this site will require strict adherence to ADA
standards in the planning and construction of new Park facilities.

Year 1994 -1995: No work to be done during the second year.
Novitiate Park Site Cont.
Year 1995 -1996: No work to be done during the third year. This site to
be made fully accessible at time of future development
11. Oak Meadow Park PRIORITY - #2
Oak Meadow Park is the flagship of the Town's Park System. It contains many
areas that do not comply with the requirements of the ADA. An additional disabled
parking space is required and modifications to existing spaces is also necessary.
Walks and pathways through the Park require modification in slope and additions
of handrails in several locations. Additional paving of some existing dirt pathways
to areas of organized activity will insure accessibility to all services provided in the
Park. The unique carousel and Billy Jones Railroad require minor modifications
to allow for better access to the disabled choosing to enjoy these amusements.
Restroom facilities in the Park are scheduled to be remodeled in the upcoming year
and are currently being redesigned to fully comply with ADA standards.
Picnic tables and barbecues throughout the Park do not allow for convenient
disabled use. A designated number of specific tables and barbecues around the
Park need to be modified to accommodate use by the disabled. Telephone and
drinking fountains in the Park require attention and wheelchair path access.

This small lawn and garden area behind the Civic Center Building is accessible by
a small paved driveway leading from Villa Avenue adjacent to the Town Hall

switchback ramp should be provided to allow wheelchair access.

Year 1994 -1995: No work to be done during the second year.
Year 1995 -1996:

This park at the intersection of Main Street and Santa Cruz Avenue is fully

Vasona Dam Trail PRIORITY - #12
The Vasona Dam Trail or more properly; the Los Gatos Creek Trail, Vasona Park
section, extends from Lark Avenue on the North to Blossom Hill Road on the
South. A large portion of the Trail runs over County property through Vasona
Reservoir County Park. That portion of the Trail running over Town property is
paved surface however, it exceeds allowable slope tolerances in several locations.
Modification of the Trail to achieve proper slope will be a major task. Parking to
access the Trail system is located within the County Park and will not be
considered under this plan.
Year 1993 -1994: No work to be done during the first year.
Year 1994 -1995: Modifv all trail areas where slope exceeds 5 %. Install
curb cut ramps at all street locations providing
pedestrian access to trail system (Lark Ave.. Oka Rd.,
Arroyo Grande Wy., Highland Oaks Dr.). This Trail
system to be reasonably accessible at the end of the
second year.
Year 1995 -1996: No work to be done during the third year.
16. Worchester Park PRIORITY - #22
This residential park provides a paved trail path winding through a natural setting
of trees and chaparral. The hilly terrain of this park make it impossible to make it
wheelchair accessible. Limited access can be provided by installing a properly
sloped and paved pathway in the lower area of the park. This path could terminate
at a viewing landing positioned in a location providing a view of the natural setting.
Worchester Park Cont.
The use of audio recordings describing the park and its features could also provide
a more enjoyable experience for disabled persons who are unable to see and
experience all the park has to offer.

Year 1995 -1996: Install curb cut at street in front of park. Repair paved
ACCESSIBILITY RELATED TO STREETS AND CROSSWALKS:
As described in the law concerning the preparation of a Transition Plan, jurisdictions
having responsibility or authority over streets, roads, or walkways, must include a
schedule for the provision of curb ramps where pedestrian walks cross existing
inaccessible curbs. In compliance with this requirement, the following locations have
been identified as sites requiring curb cuts. Priority for installing these curb cuts follows
the guidelines outlined in the law.
It should also be noted that where curb cuts are identified in relationship to corrective
work called for at specific sites, those curb cuts will not be identified in the following
priority list.
The following curb cut locations have been selected based upon the relationship of the
curb cut to areas of common pedestrian foot traqffic. These areas include: commercial
zones, areas of Public service, schools and other similar public places. Pedestrian walks
crossing curbs in other areas, i.e. walks strictly within the boundries of residential
neighborhoods, shall have curbs cuts installed where necessary followin the completion
of all curb cuts identified below.

Under the proposed budget for 1993 -94, the Town is planning to begin corrective work
on the first eleven locations identified above. These repairs will be done as part of the
Town's annual sidewalk reconstruction program, funded with C.I.P. monies.
It shall be the policy of the Building and Engineering Services Department to consider
issues of accessibility (Path of Travel) when performing substantial improvements to
roads, i.e. reconstructions or overlays.

ADOPTING THE TOWN OF LOS GATOS
AMERICANS WITH DISABILITIES ACT - TRANSITION PLAN
WHEREAS, the Congress of the United States under the Americans with Disabilities
Act has sought to provide a national mandate for the elimination discrimination against
individuals with disabilities; and
WHEREAS, the Town of Los Gatos is responsible under the Act to provide ready
access to each of• its programs, services, and activities; and
WHEREAS, The Town of Los Gatos is responsible under the Act to prepare a
detailed "Transition Plan" setting forth the steps necessary to complete structural changes
to facilities to provide for ready access;
RESOLVED: that the Town Council adopts the Town of Los Gatos, Americans with
Disabilities Act - Transition Plan; and
FURTHER RESOLVED: that the Town Council appoints the Town Director of
