STAFF RECOMMENDS THAT THE TOWN COUNCIL CONSIDER:
A. APPROVING PLANS AND SPECIFICATIONS FOR THE WINCHESTER
BOULEVARD/LARK AVENUE INTERSECTION IMPROVEMENTS
PROJECT AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT
FOR BID.
B. AUTHORIZING THE TOWN MANAGER TO AWARD AND EXECUTE A
CONSTRUCTION AGREEMENT IN AN AMOUNT NOT TO EXCEED
$805,061, INCLUDING CONTINGENCIES.
C. AUTHORIZING STAFF TO EXECUTE FUTURE CHANGE ORDERS IN
AN AMOUNT NOT TO EXCEED FIFTEEN PERCENT OF THE
CONTRACT AWARD AMOUNT.
RECOMMENDATION:
Staff recommends that the Town Council consider:
1. Approving plans and specifications for the Winchester Boulevard/Lark Avenue Intersection
Improvement Project and authorizing staff to advertise the project for bid.
2. Authorizing the Town Manager to award and execute a construction agreement in an amount
not to exceed $805,061, including contingencies.
3. Authorizing Town staff to execute future change orders not to exceed fifteen percent of the
contract award amount.
BACKGROUND:
The Town's adopted FY 2014/15-2018/19 Capital Improvement Program (CIP) Budget
designates funding for infrastructure construction projects. This is consistent with the Town's
goals to improve public safety and improve the quality of Town parks, streets, and facilities.
The Town has undertaken several CIP Projects over the past few years in the north part of the
Town to improve the traffic flow on major arterial streets which provide access to freeways and
transportation corridors.

BACKGROUND (cont'd):
In 2012, a new traffic signal system was installed at the intersection of Lark Avenue and
University Avenue as part of the ongoing efforts to improve the traffic flow. This project
enhanced the traffic flow to and from University Avenue and its connections to Highway 17 and
Winchester Boulevard.
In 2013, the Town constructed improvements at the intersection of Winchester Boulevard and
Knowles Avenue using Traffic Impact Fees. This work included an addition of a right turn lane
from Knowles Avenue to Winchester Boulevard and traffic signal modifications to improve
traffic flow at this intersection.
DISCUSSION:
The proposed improvements at Winchester Boulevard and Lark Avenue will complete the
Town's currently scheduled CIP Projects in the Winchester Boulevard/Lark Avenue corridor and
will improve the traffic flow and operation in this region.
This new project will modify the traffic signal system, add a new receiving lane on northbound
Winchester Boulevard and construct new accessible ramps and sidewalks. The improvements on
northbound Winchester Boulevard will connect to the infrastructure improvements that will be
done as part of the private development project north of Wimbledon Drive. Once completed,
these enhancements will improve the overall traffic flow on Lark Avenue and Winchester
Boulevard.
The total available project budget for this improvement is $819,019 and is programmed from the
Town's Traffic Mitigation Fund. To date $13,958 has been encumbered or expended for design
costs, leaving a balance for construction and contingencies of $805,061. The engineer's estimate
for construction is $728,571, including contingencies. Staff is proposing authorization for the
Town Manager to award this project up to the amount of available construction funds. Should
project bids plus required contingencies exceed the available balance, staff will return to the
Town Council with alternatives prior to award.
Plans and specifications for this project are complete and available for review in the Clerk
Department on the Friday before the Town Council meeting. If the Town Council approves this
project, the project will be advertised for bids and the Town Manger will award and execute a
construction agreement not to exceed $805,061.

CONCLUSION:
Staff recommends that the Town Council consider approving the plans and specifications for the
Winchester Boulevard/Lark Avenue Intersection Improvement Project and authorizing staff to
advertise the project for bid. In addition, it is recommended that the Town Council consider
authorizing the Town Manager to award and execute a construction agreement in an amount not
to exceed $805,061 and authorizing staff to execute future change orders in an amount not to
exceed fifteen percent of the total construction contract award.
ENVIRONMENTAL ASSESSMENT:
This project is Categorically Exempt pursuant to Section 15301 (c) of the State CEQA
Guidelines. A Notice of Exemption has been filed.
FISCAL IMPACT:
There are sufficient funds available for this project, as shown in the fiscal table below.
