AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONSTRUCTION AGREEMENT WITH CHRISP COMPANY IN AN AMOUNT NOT TO EXCEED $49,100. B. AUTHORIZING STAFF TO EXECUTE FUTURE CHANGE ORDERS TO THE CONSTRUCTION AGREEMENT IN AN AMOUNT NOT TO EXCEED $4,900. C. PROVIDING ADDITIONAL DIRECTION TO STAFF ON LOCATIONS AND MATERIALS RECOMMENDATION: Staff recommends that the Town Council consider: 1. Authorizing the Town Manager to execute a construction agreement with Chrisp Company in an amount not to exceed $49,100. 2. Authorizing staff to execute future change orders to the construction agreement in an amount not to exceed $4,900. 3. Providing additional direction to staff on locations and materials. BACKGROUND: The Town's adopted FY 2014/15-2018/19 Capital Improvement Program (CIP) Budget designates funding for a Complete Streets pilot project. Transportation design has changed from a focus on moving vehicles only to a multi -modal approach to vehicles, mass transit, pedestrians, and bicycles. The Complete Streets project is meant to implement a pilot project to provide the Town with information to guide the future planning of Complete Streets projects. At the October 7, 2014 Town Council Meeting, staff provided a report to the Town Council on Complete Streets and requested that the Council provide guidance on the scope of a Complete Streets pilot project. Acknowledging that bicycle safety is a significant concern, staff recommended the pilot project focus on green bicycle lanes. Council concurred and directed staff to focus the pilot project on green bicycle lanes around school areas. This included participation in a webinar with a consulting firm specializing in bicycle transportation solutions, as well as visits to both San Jose and Palo Alto where installations exist. Both site visits were educational, with Palo Alto providing the greatest amount of information by far. A summary of information taken from these efforts include: • Best practices are heading towards a focus on dashed green bicycle lanes at conflict areas with vehicles. Continuous green bicycle lanes outside of conflict areas have mixed review when balancing effectiveness with cost. Specifically, there is some thought that the continuous green lanes lose the attention of drivers, while the appearance of green leading up to and including conflict areas provides a change that grabs the drivers' attention. • Material selection is important and preferences may vary by community. Additionally, in Palo Alto, the more expensive materials have not necessarily been the preferred alternative. Notably, new solutions continue to emerge, leading to staff s recommendation to try several to see how they work in Los Gatos. • Green bicycle lanes require adequate roadway dimensions. Ultimately reconfiguration of the roadway to include standard bicycle lane widths can create a larger project with more expense. For the purpose of this pilot, staff has avoided locations that require significant reworking of the road layout. Staff has worked with the Transportation and Parking Commission and the Bicycle Advisory Committee to develop a green bike lane pilot project around school areas in Los Gatos. To maximize the project impact, the right -turn lanes at and onto arterial street intersections, which become conflict areas between bicyclists and vehicles, provide opportune locations for the pilot project. Focused implementation at these areas will help to mitigate the risk, allow for the greatest amount of green bicycle lanes within the allotted budget as well as provide the most economical ongoing cost of maintenance. The intersections selected for the pilot project include Blossom Hill Road at Roberts Road and Los Gatos Boulevard at Roberts Road and Nino Avenue. In addition to the Town Commissions, staff reviewed the proposed project with the Safe Routes to School committee. This committee includes representatives from schools as well as parents. Response from this group was very positive. In addition to the recommended intersections, staff provided information on the intersection of Blossom Hill and Los Gatos Boulevard, Blossom Hill and Cherry Blossom, the entire stretch of Los Gatos Boulevard from Blossom Hill to Los Gatos Saratoga Road (Highway 9), and Blossom Hill Road from Roberts to Oak Meadow Park. Many of these locations considered require modifications to the lane layouts to work. Successful implementation of the pilot and resulting feedback will serve to assist with prioritization of these locations for future projects. PAGE 3 MAYOR AND TOWN COUNCIL SUBJECT: COMPLETE STREETS PROJECT 411-812-0123 (PILOT GREEN BIKE LANES) FEBRUARY 19, 2015 DISCUSSION (cont'd): After discussions with several neighboring cities on the best performing products for green bike lanes, staff is recommending that the green bike lane pilot project test two types of thermoplastic paint products, a recycled glass product, and a liquid resin product. Two types of products are not being tested — basic traffic paint due to a lack of resilience and a slick surface and a tennis court type slurry installed in San Jose, which provides a surface with much less contrast, is less resilient than other surfaces, and was not recommended by the installing contractor. An informal bid process was conducted for the thermoplastic and liquid resin product. The project plans and specifications were sent to three vendors and two bid houses. On February 17, 2015, one informal bid was received. Staff reviewed the bid received for the thermoplastic and liquid resin product (Attachment 1) and has determined that Chrisp Company, with a bid price of $49,100, is a responsible entity and that its bid is responsive to the Town's informal bid process. Staff solicited bids through a request for quotes process for the recycled glass product, as this cost was estimated to be below the Town's $25,000 informal bid requirements. A separate construction agreement will be executed with D&M Traffic Services in the amount of $21,400 under the Town Manager authority. Following installation, staff will conduct outreach to stakeholders and users to gather feedback on the green bike lane concept, the materials used, and the locations. The information will provide guidance for potential future projects. CONCLUSION: Staff has designed this pilot project to provide optimal exposure to the public on multiple materials and the concept in general and to set Town staff up for gathering feedback. Staff recommends that the Town Council consider authorizing the Town Manager to execute a construction agreement with Chrisp Company in an amount not to exceed $49,100 and authorizing staff to execute future change orders to the construction agreement in an amount not to exceed $4,900. ENVIRONMENTAL ASSESSMENT: This project is Categorically Exempt pursuant to Section 15301 (c) of the State CEQA Guidelines. A Notice of Exemption has been filed.
