MINUTES OF THE TOWN COUNCIL/PARKING AUTHORITY MEETING
OCTOBER 7, 2014
The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday,
October 7, 2014, at 7:00 p.m.

Present: Mayor Steven Leonardis, Vice Mayor Marcia Jensen, Council Member Joe
Pirzynski, Council Member Diane McNutt, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Will Avery led the Pledge of Allegiance. The audience was invited to participate.
PRESENTATIONS
Mayor Leonardis presented the Small Business, Big Applause commendation to Thu
Cates for her 7-Eleven store at N. Santa Cruz Avenue and Blossom Hill Road.
CLOSED SESSION REPORT
Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on
the agenda and there is no report.
COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Joe Pirzynski stated he attend the Valley Transportation Authority
(VTA) Congestion Management Commission meeting, the VTA Board of Directors
Workshop, the VTA Board of Directors meeting, the Metropolitan Transportation
Commission meeting, and the Ad Hoc Alcohol and Entertainment Committee
meeting with Mayor Leonardis.
- Council Member Barbara Spector stated she and Council Member Diane McNutt
attended the Council Policy Committee meeting.
- Town Manager, Greg Larson, at the request of Council Member Barbara Spector,
provided an update on the Rinconada Water Treatment Restoration project. He
stated staff has been in contact with the Water District and there has been extensive
neighborhood outreach. An additional Community Meeting has been scheduled for
October 29 at the Water District office. A link will be added on the Town’s website
for the Water District that will provide information on the project.
Council Matters – continued
- Mayor Steve Leonardis stated he attended the West Valley Mayors and Managers
meeting.
Manager Matters
- Board and Commission recruitment continues and the application deadline is
December 5 with interviews and appointments to occur later in December.
- The Annual Community Garage Sale concludes on Saturday, October 11 and
guides will be available on the website on Tuesday, October 8.

Jackie Rose, Community Outreach Coordinator, presented information on the Los
Gatos Prepared program.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council Minutes of September 16, 2014
2. Approve the Memorandum of Understanding between the Town of Los Gatos
and Los Gatos Police Officers’ Association for the period October 1, 2014
through September 30, 2016 and authorizing the Town Manager to execute the
Memorandum of Understanding
3. Approve an amendment to the employment agreement between the Town of Los
Gatos and the Town Manager for a 2% wage increase retroactive to July 1, 2014
4. Authorize the Town Manager to execute an agreement with Los Gatos-Saratoga
Union High School District, Los Gatos Union School District, and LGS Recreation
for additional School Resource Officer services for the period starting October 8,
2014 through June 30, 2015
5. Authorize the Town Manager to execute an agreement with the Los Gatos/Monte
Sereno Police Foundation outlining services provided by the Foundation to the
Town and the Town’s support to the Foundation
6. Authorize the Town Manager to execute an agreement with All City Management
Services, Inc., Los Gatos Union School District, Union School District for
Crossing Guard Services for the period starting July 1, 2014 through June 30,
2018.
7. Old Library Re-Use Project 411-821-2105 and HVAC Upgrades – Old Library
Project 411-821-2103
a. Authorize the Town Manager to execute a construction contract with
California Plus Engineering, Inc. in an amount not to exceed
$1,391,500.00
b. Authorize staff to execute future change orders to the construction
contract as necessary in an amount not to exceed $136,650.00
c. Authorize an expenditure budget adjustment in the amount of $491,039 in
the Old Library Re-Use Project 411-821-2105 funded by a transfer of

$211,039 from the Facilities Maintenance Internal Service Fund 633 and a
transfer of $280,000 from the General Fund Non-Departmental Program;

Scott Broomfield
- Invited all interested persons to the Los Gatos Union School District Board meeting
at Fisher School Library on October 14 at 6:30. The agenda includes Town Council
candidates, review of the demographic study, review school boundary issues and
processes, and a discussion and possible vote on the Fisher sports complex.
John Shepardson
- Commented on global warming.
Stephanie Lahat
- Invited all to participate in the Turkey Trot on November 28.

safety vehicles and lack of enforcement for blocked intersections.

- Commented on the traffic congestion in Town during high impact incidents on the
freeway.

b. Adopt a Council resolution supporting the Town’s grant submittal to
Caltrans for the 2015/16 Sustainable Transportation Planning Grant

with the revision to the third whereas to include the wording “up to
$25,000 in Town costs,” supporting the grant submission with the
understanding that the Town, through the Transportation and
Parking Commission or some other means, start the process of
getting testimony on where the need is and staff may continue their
work on determining where to put in green bike lanes, etc.
