1979-095-Establishing A Parking Advisory CommissionRESOLUTION NO. 1979 -95 A RESOLUTION ESTABLISHING A PARKING ADVISORY COMMISSION RESOLVED by the Town Council of the Town of Los Gatos, County of Santa Clara, State of California, that the Town Council hereby establishes a special committee to be known as the "TOWN PARKING ADVISORY COMMISSION." The Commission shall be organized and shall operate in the manner hereinafter prescribed. 1. Membership - Organization. a. The Commission shall consist of seven (7) members who shall be appointed by the Town Council. The terms of office of the members shall he two (2) years from the date of the first meeting of the Commission. The Chairman of the Commission shall be appointed by the Town Council. The Commis- sion shall include representatives of business and residential interests in the Central Business District area. b. The members of the Commission shall serve without compensation, provided that the actual and necessary expenses incurred by the members in the conduct of Town business shall be reimbursable pursuant to the provisions of Resolution No. 1969 -30. c. The Commission shall establish a regular time for its meetings and a regular meeting place which shall be in the Civic Center, and shall otherwise call and conduct its meetings in compliance with the provisions of Section 54950 through 54960 of the Government Code. d. The Commission shall prepare and maintain permanent minutes of the actions taken during its meetings. Staff services as required shall be provided the Commission by the Director of Public ' 'Works, who shall also serve as its Secretary. e. A quorum of the Commission for the purpose of transacting business shall consist of five (5) members, and an affirmative vote by at least four members shall be necessary to take action. 2. Powers - Function a. The sole power of the Commission shall be to make recommendations to the Town Council and Planning Commission regarding parking programs and problems within the Town of Los Gatos, and to perform such duties as are herein- after prescribed and as the Town Council may, from time to time, direct. b. The functions of the Commission shall be as follows: (1) In cooperation with the Planning Commission, to formulate proposals for the regulation of the relationship between public parking financed through assessment district proceedings and zoning ordinance requirements regulating the development of privately -owned off - street park- ing spaces, for the purpose of making recommendations thereon to the Town Council. (2) To study those geographical areas within the Town which are identified by the Town Council for the purpose of ascertaining and recommend- ing whether public parking lots should be created. (3) By conducting public hearings and,through individual personal contact, to elicit the views of property owners and tenants in business and adjacent residential areas and disseminate information to such owners and tenants concerning the location of public parking lots, and the use of parking assessment districts (including the parking regulations for properties within districts) for the purpose of promoting support and cooperation by such owners and tenants in the implementation of any programs which the Commission ultimately recommends. (4) To identify particular sites where public parking lots could be established, and to confer with the Planning Commission for the purpose of insuring compatibility between such proposals and the General Plan, zoning ordinances and appropriate planning standards, in advance of making recommen- dations thereon to the Town Council. (5) With staff technical assistance, to identify the boundaries of proposed assessment districts to finance additional public parking, estimate the costs of such projects and develop proposed assessment spreads on properties to be included therein, for the purpose of making recommendations thereon to the Town Council. (6) To analyze the location and operation of existing public parking lots, and develop and recommend to the Town Council plans deemed necessary to facilitate their efficient utilization. (7) To study and make recommendations concerning a plan for prefer- ential resident parking. 3. Duration of Commission The Town Parking Advisory Commission shall operate for a period of -2- two (2) years from the date of its first meeting, and shall thereafter terminate and be deemed disbanded unless otherwise provided by the Town Council.
