SUBJECT: SANTA CLARA VALLEY WATER DISTRICT GRANT APPLICATION
ADOPT RESOLUTION AUTHORIZING THE TOWN MANAGER TO APPLY
FOR AND ACCEPT GRANT FUNDS UNDER THE CLEAN, SAFE CREEKS
AND NATURAL FLOOD PROTECTION PROGRAM OF 2000
REMARKS:
Since the distribution of the May 6th Town Council agenda, staff received requests for
information from Council member McNutt, as explained below.
1. Is there a deadline for the grant application? Why applying for grant before Council and
public have discussed the concept of the proposed new trail connection?
The grant application deadline was April 8, 2013. The Town Council meeting agenda for
the month of April was full of key items that could not be postponed to other Council
meetings Therefore, the grant application was prepared by staff and submitted to the
Santa Clara Valley Water District by the April 8th deadline. Santa Clara Valley Water
District agreed to accept the grant application and wait to receive the formal resolution in
May. The grant for the trail will complement the existing grant that the Town has
received from Santa Clara Valley Water District for the bridge across the creek.
Additionally, this project was discussed at the CIP Study Session with Council on
January 22"d, 2013. At that meeting, a potential pedestrian bridge connection to the
Sports Park was discussed. As staff described the location to evaluated (adjacent to the
Vasona dam), it was also noted that if this location were to be pursued, a connection to
University Avenue would be evaluated as well. A connection to University Avenue
would increase the usability and access to the Los Goats Creek Trail as well as the
Creekside Sports Park.

2. What is the balance of the Creekside Sports Park fund?
The current balance of the Sports Park fund is $318,000.
3. What would be the access hours of the proposed trail and bridge?
Staff has not considered operating hours any different than what is currently allowed for
other areas of the creek trail — which are 7 am until 30 minutes after sunset. The actual
access hours of operation for this segment the trail, including the bridge, will be
established or confirmed if the project is approved for construction by the Council.
