#3 DESK ITEMMEETING DATE: 05/06/13 ITEM NO: 3 DESK ITEM COUNCIL AGENDA REPORT DATE: MAY 6, 2013 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: AUTHORIZE THE TOWN MANAGER TO AMEND THE PLANNING CENTER DC&E CONTRACT FOR THE PREPARATION OF REQUIRED ENVIRONMENTAL REVIEW DOCUMENTS FOR THE AFFORDABLE HOUSING OVERLAY ZONE (AHOZ) PROGRAM OF THE GENERAL PLAN AND HOUSING ELEMENT RECOMMENDATION: Authorize the Town Manager to amend the Planning Center DC&E contract for the preparation of required environmental review documents for the affordable housing overlay zone (AHOZ program of the General Plan and Housing Element. DISCUSSION Mayor Barbara Spector inquired as to the funding source for the recommended contract amendment. The two sources of funds listed under the Fiscal Impact section are both designated accounts separate from the General Fund, as follows: ACCOUNT BALANCE INTENDED USE General Plan Update Fees $ 657,976 Fee surcharge for General Plan updates and Action Program implementation Housing In -Lieu Fees (BMP's) $1,660,450 Affordable Housing program support and implementation There are sufficient funds ($13,720) in the current appropriation for the additional work this fiscal year, and the remaining balance ($36,280) will be included in the 2013-14 Proposed Budget.
