6 - University Avenue Guardrail Replacement ProjectMEETING DATE: 10/3/11 ITEM NO: (c) COUNCIL AGENDA REPORT DATE: SEPTEMBER 19, 2011 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 11-03 — UNIVERSITY AVENUE GUARDRAIL REPLACEMENT PROJECT 411-812-0119 A. AUTHORIZE THE TOWN MANAGER TO EXECUTE A CONSTRUCTION CONTRACT WITH MIDSTATE BARRIER INC. IN AN AMOUNT NOT TO EXCEED $175,380. B. AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS TO THE CONSTRUCTION CONTRACT AS NECESSARY IN AN AMOUNT NOT TO EXCEED $15,000. RECOMMENDATION: 1. Authorize the Town Manager to execute a construction contract with Midstate Barrier Inc. in an amount not to exceed $175,380. 2. Authorize staff to execute future change orders to the construction contract as necessary in an amount not to exceed $15,000. BACKGROUND: The Town's adopted Capital Improvement Program designates funding for various infrastructure repair and replacement projects. This is consistent with the Town's goals to improve public safety and to improve the quality of Town streets. A section of University Avenue between Blossom Hill Road and Lark Avenue traverses along Vasona Lake. This section of the road is narrow and confined by steep embankments on both sides of the road. There are retaining walls on the west side of the road supporting the hillside and an earth embankment on the east side of the road towards Vasona Lake. Over the years, there have been numerous accidents involving motorists hitting this guardrail resulting in a variety of minor repairs. Road safety standards have changed and the existing guardrail does not meet current road safety standards. DISCUSSION: This project removes and replaces all sub -standard and damaged metal beam guardrails on University Avenue along Vasona Lake with new metal beam guardrails that meet the current Federal and State road safety standards. The height of the new metal beam guardrail will be 30" from the edge of the roadway (existing guard rail is approximately 26" high). In addition, the new metal beam guardrails are designed to better absorb the shock of vehicular collisions and enhance the safety of the road. At the August 15, 2011 Town Council meeting, the Council approved plans and specifications for this project and authorized staff to advertise the project for bids. Bid sets were sent to seven firms, all of whom expressed an interest in potentially performing this work. On September 14, 2011, one bid was received for this project (Attachment 1). Staff reviewed the bid, which is below the Engineer's estimate, and determined that Midstate Barrier Inc. is the most responsible entity and is most responsive to the Town's formal bid process. CONCLUSION: Staff recommends that the Town Council authorize the Town Manager to execute a construction contract in an amount not to exceed $175,380. Due to the variables associated with this particular type of construction and unforeseen circumstances during the course of construction, it is further recommended that the Town Council authorize staff to execute future change orders to the construction contract as necessary, in an amount not to exceed $15,000, for additional quantities of work that may exceed those included in the contract. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed.
