APPROVE PLANS AND SPECIFICATIONS FOR THE LARK AVENUE
TRAFFIC SIGNAL IMPROVEMENTS PROJECT AND AUTHORIZE STAFF
TO ADVERTISE THE PROJECT FOR BID.
RECOMMENDATION:
Approve plans and specifications for the Lark Avenue traffic signal improvements project and
authorize staff to advertise the project for bid.
BACKGROUND:
The Town's adopted FY 2011/12 — 2015/16 Capital Improvement Program designates funding
for infrastructure construction projects. This is consistent with the Town's goals to improve
public safety and to improve the quality of Town streets.
The improvements to the intersection of Lark Avenue and University Avenue have been under
consideration by the Town for several years. The need for this intersection improvement has
been highlighted as a result of the increase in development projects in the general vicinity.
Engineering studies analyzing the traffic flow and operation of Lark Avenue and University
Avenue intersection, have confirmed the need for installation of a new traffic signal at this
intersection. The intersection currently operates at Level of Service that is below acceptable,
according to the policy and guidelines for traffic operations as defined in the Town's General
Plan. The proposed improvements will bring the operations of this intersection into compliance
with Town policy.

DISCUSSION:
Staff solicited design proposals from traffic engineering consultants earlier this year and after
review and evaluation of the proposals, the consulting firm of Hatch Mott MacDonald Inc. was
selected to design the project and prepare the final bid documents. This design work has been on-
going and final construction documents are now ready for bidding.
This project will install a new traffic signal system at this intersection along with sidewalk and
ADA ramp construction at corners of the intersection. There will be updated striping and signing
to enhance vehicular and pedestrian safety at this intersection as part of this project. This new
traffic signal will also be interconnected with the existing traffic signal at intersection of Lark
Avenue and Winchester Boulevard to improve the flow of traffic in this general vicinity. The
construction costs for this project will be reimbursed to the Town by the recently approved
Albright Way Development Project as part of its conditions of approval for off -site roadway and
traffic improvements.
Plans and Specifications for this project are complete and will be available for review in the
Clerk's Department on the Friday before the Town Council meeting. If the Town Council
approves this project, it will be advertised, and a construction contract for the award will be
presented to the Town Council on October 17, 2011.
CONCLUSION:
It is recommended that the Council approve plans and specifications for the Lark Avenue /
University Avenue intersection improvement project and authorize staff to advertise the project
for bids.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
The construction cost estimate for this project is $320,000. There are sufficient funds available
for this project through the Town's adopted FY 2011/12 Capital Budget.
