A. AUTHORIZE THE TOWN MANAGER TO EXECUTE A

AN AMOUNT NOT TO EXCEED $112,950.
B. AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS TO
THE CONSTRUCTION CONTRACT AS NECESSARY IN AN AMOUNT
UP TO $15,000.
RECOMMENDATIONS:
1. Authorize the Town Manager to execute a construction contract with Joseph J. Albanese
Inc. in an amount not to exceed $112,950.
2. Authorize staff to executive future change orders to the construction contract as necessary
in an amount up to $15,000.
BACKGROUND:
In September of 2009, the Town purchased the property located at 930 University Avenue,
which was the former home of a Verizon Corporation Yard. This site, located immediately north
of Vasona Lake County Park and adjacent to Los Gatos Creek, has been identified by the Town
as the site of a future youth and community sports and recreation facility. In June 2010, Council
adopted Guiding Principles to be used in the master plaiuzing of this new facility. As part of
these guiding principles, the Council determined that all existing facilities at that property would
be demolished as part of the site development.

The Planning Commission approved the site development application on August 24, 2011. Staff
will move forward with site demolition as a first step in the development of the new sports park.
The scope of this project includes asbestos abatement, demolition of existing buildings, concrete
slab, foundation, and removal of all materials for recycling or disposal.
DISCUSSION:
Staff solicited bids from four construction companies for this project. On July 28, 2011, a
mandatory pre -bid meeting was held at the project site. Two of the four companies attended this
meeting, Randazzo Enterprises Inc. and Joseph J. Albanese Inc. On August 17, 2011, two bids
were received as follows:
• Joseph J. Albanese Inc. $112,950
• Randazzo Enterprises Inc. $ 129,512
The firm of Joseph J. Albanese was declared the lowest responsible bidder for the project.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a construction
contract with Joseph A. Albanese Inc. in an amount not to exceed $112,950.
Additionally, due to the variables associated with this particular type of construction, it is further
recommended that the Town Council authorize staff to execute future change orders to the
construction contract as necessary in an amount up to $15,000 for additional quantities of work
that may exceed those included in the original contract.
ENVIRONMENTAL ASSESSMENT:
A Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program were
adopted by the Planning Commission on August 24, 2011, for this project.
