Authorize Town Manager to execute an agreement with Sheri Simons regarding production, purchase and installation of a work of art for the new Los Gatos library in an amount not to exceed $118,736. 2. Authorize Town Manager to execute second amendment to an agreement with Noll & Tam Architects in an amount not to exceed $40,650 for design and coordination ofdonor-related signage and gift opportunity renderings BACKGROUND: A_grcenaent with Sheri Simons for Public Art On September 8, 2009, the Town invited proposals from artists for original pieces of artwork to feature in the new library. A Public Art Selection Committee, comprised of the Council's Ad Hoc Library Sub-Committee, the Executive Director of the Museum of Art, President of the Friends of the Library and staff, selected two artists to produce artwork for two art locations. On January 11, 2010, the Town Council approved the two locations and art concepts. The agreement for the other art location in the children's room will be within the Manager's approval authority, and thus will not be presented to Cotmcil. Agreement with Noll & Tam for Donor-Related Signage and Gift Opportunity Renderings On March 15, 2010, the Town Council authorized the Town Manager to negotiate and execute a first amendment to an agreement with Noll & Tam Architects to provide construction administration services, design modifications and additions, and integrated public art coordination for the new library project. The first amendment was for an amount not to exceed $406,366. The architect is currently providing services ptusuant to the first amendment. As part of the library project, the Friends of the Library is conducting a capital campaign to raise $2.1 million for the furniture, fixtures and equipment. The second amendment to the Noll & Tam agreement is for the design and coordination needed for donor-related Signage and gift opporhmity renderings associated with the campaign. DISCUSSION: Agreement with Sheri Simons for Public Art The glass wall will be created by Sheri Simons, aCalifornia-based artist who has produced a number of public art pieces for other public instihrtions. The two-story glass wall with a working title of "Voice-Over: A curtain of glass, a text on a textile," will have a muted color wash and color accents, feahiring letters, phrases, musical notations, scientific formulae, and information mapping. Occasional panes of glass will be set at an angle, like the pages of a book. Some text will be decipherable; other text will not be. The wall will be a unique focal point as one enters the library, and its random words and phrases will allow visitors to discover the text from different angles over time. In combinuzg words, books and technology, the art reflects the evolution of public libraries. It is translucent, allowing views through the library, which is a prerequisite for operational needs and also allows the abundance of color throughout the library to shine through. Key terms of the agreement with the artist include: Payment of $118,736, which includes the cost of the glass, design, fabrication and installation. This cost is consistent with the budget for public art in the library project and the cost of the glass in the conshuction budget. Agreement with Noll & Tam for Donor-Related Signage and Gift Opportunity Renderings The first phase of the Friends of the Library campaign begins by seeking major donors at levels from $10,000 to $500,000. While donors may provide donations anonymously or as undesignated donations, the campaign is offering donors the opportunity to sponsor various rooms, areas, feahtres or fixttn~es in the library. Each of these potential donations represents an opportunity for a commemorative plaque. For the higher level donations ($100,000 to $500,000), the campaign representatives have requested the preparation of renderings to illustrate the donor plaques and the areas/feahtres of the library available as gift opportunities. While this work was not anticipated, staff believes it is beneficial to produce the renderings to assist the Friends' campaign. The renderings will also be used in other publicity materials regarding the new library. The second amendment to the agreement with Noll & Tam provides for the coordination, design and production of watercolor and 2D and 3D renderings of selected areas/features and of the donor plaques. Staff recommends that Council authorize the Town Manager to execute the second amendment. ENVIRONMENTAL ASSESSMENT: Is not a project defined under CEQA, and no fiu-ther action is required. FISCAL IMPACT: Funds for the public art projects and for the costs associated with the renderings are available in the Library project budget. It is expected that the Friends of the Library capital campaign will reimbtuse the Town for the design, fabrication and installation of the art pieces as the public art is part of the fitrniture, fixtures and equipment budget to be covered by the campaign.
