RECOMMENDATION: Adopt resolution approving plans and specifications for the Library Utility Undergrounding Project and authorizing staff to advertise the project for bids. BACKGROUND: The construction of the new Library on the east side of Civic Center will require the , abandonment of a section of Villa Avenue to accommodate the construction of the new structure. There are several utilities which cross the proposed site and must be relocated prior to the construction of the new Library. These utilities include; electric, telephone, cable TV, natural gas, and water. In the spring of 2009, the Town hired Giacalone Design Services Inc., a consulting firm, to participate on the Library design team. Their scope of work includes the preparation of construction documents for the relocation and undergrounding of all utility lines. DISCUSSION: The proposed schedule for the construction of the new Library necessitates that utility relocations and associated site work be completed prior to the projected start of construction, anticipated for July 2010. This project will underground electric, telephone, and cable TV services under the newly configured Villa Avenue and Fiesta Avenue. The relocation requires the placement of these utility lines through the Civic Center parking lot, and reconnection with existing utility services at the west end of Villa Avenue near the Pageant Grounds entrance. This project not only relocates utility lines that are within the footprint of the new Library, but it also enhances the aesthetic elements of the Civic Center area by removing utility poles along Villa Avenue contained within the project site. Staff recoininends the Town Council approve the plans and specifications for this project and authorize staff to advertise the project for bids. Upon Council's approval of plans and specifications, staff will present a recommendation to award a construction contract at the regular Town Council meeting to be held January 19t'', 2010. CONCLUSION: Staff recommends the Town Council accept the staff recommendations as noted above. ENVIRONMENTAL ASSESSMENT: This project as defined under CEQA is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. FISCAL IMPACT: The estimated construction cost for this project is $220,000. There are sufficient funds available for this project in account number 821-2104. Resolution approving plans and specifications for the Library Utility Undergrounding Project and authorizing staff to advertise the project for bids Attachment 1 RESOLUTION RESOLUTION OF THE TOWN COUNCIL/REDEVELOPMENT AGENCY OF THE TOWN OF LOS GATOS APPROVING THE PLANS AND SPECIFICATIONS FOR PROJECT 09-08 — LIBRARY UTILITY UNDERGROUNDING PROJECT AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS WHEREAS, plans and specifications for the Library Utility Undergrounding Project have been prepared by the Town Engineer and duly filed with the Clerk Administrator/Secretary of the Redevelopment Agency; and WHEREAS, public improvements are of benefit to the project area or the immediate neighborhood of the project area; and WHEREAS, no other reasonable means of financing such public improvements are available to the community; and WHEREAS, the Redevelopment Agency's contribution to the cost of the public improvement will assist in elimination of one or more blighting conditions in the project area; and WHEREAS, the Town Council/Redevelopment Agency of the Town of Los Gatos has reviewed said plans and specifications. NOW, THEREFORE, BE IT RESOLVED that the Town Council/Redevelopment Agency hereby approves the plans and specifications for the Library Utility Undergrounding Proj ect. BE IT FURTHER RESOLVED that the Clerk Administrator/Secretary of the Redevelopment Agency is hereby authorized and directed to advertise the Library Utility Undergrounding Project for bids in the manner prescribed by the Town Municipal Code.
