RECOMMENDATION: Adopt resolution (Attachment 1) authorizing the Town Manager to execute a Professional Services Agreement (Exhibit A) with Ghirardelli Associates Inc. to provide construction management and inspection services in an amount not to exceed $270,888. BACKGROUND: The Roberts Road Reconstruction Project will construct a new single span bridge on Roberts Road, along with other roadway and utility improvements funded by grants from a Caltrans Highway Bridge Replacement program and a Rehabilitation Program. DISCUSSION: Federally funded projects such as Roberts Road Bridge mandate complex requirements with regard to construction management and inspection services. In order to accommodate these requirements, and due to the fact the Town does not have in-house resources, proposals were solicited for construction management and inspection services based on Caltrans' specific guidelines. Two consulting firms responded and submitted proposals for providing construction management and inspection services for the Roberts Road Bridge Reconstruction project. Staff reviewed the proposals and determined the consulting firms of Ghirardelli Associates, Inc. and Harris Associates Inc. met the basic qualifications for the project and were consequently invited to interview with staff.
