ADOPT RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR
THE LOS GATOS LIBRARY PROJECT AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID.
RECOMMENDATION:
Adopt a Resolution approving plans and specifications for the Los Gatos Library Project and
authorize staff to advertise the project for bid.
BACKGROUND:
On January 11, 2010, the Town Council approved actions regarding the new Los Gatos library,
including certification of the EIR, introduction of the Planned Development ordinance, and
approval of the General Plan Amendment and Architecture and Site (A&S) application for
demolition and relocation of houses on the library site. The Planned Development ordinance
was adopted on January 19, 2010, and the Development Review Committee approved the A&S
application for the library final design on February 16, 2010.
The new library will be a 30,000 square-foot, two-story building at 100 Villa Avenue on the
southeast corner of the Civic Center. Community meetings, stakeholder focus groups,
environmental design charrettes, and public hearings all provided opportunities for input into the
design, material selections, floor plans, and site plan for the new library. The new library will
provide sufficient space for expanded and additional library services, including an expanded
children's reading and storytime area, a designated teen area, a computer lab, group study rooms,
a history center, a periodical reading room, and a coffee cafe. With a target to achieve at least
LEED Silver certification, the new library will include many environmentally-efficient systems.
Following the approval of the library design and land use process, staff is presenting the plans
and specifications for the project for Council consideration and seeking Council authorization to
advertise the project for bid.

DISCUSSION:
As authorized by the Council, staff began apre-qualifying process for selection of building
contractors for this project in December 2009. This process provides the Town with a
comprehensive group of qualified contractors to participate in the project bidding. As a result of
this effort, a total of 24 building contractors have been pre-qualified and are eligible to submit
bids on the project. The list of pre-qualified contractors is attached to this report as Attachment
2.
Plans and Specifications for this project are complete and are available for review in the Town
Clerk Department on the Friday before the Council meeting. The cost estimate prepared by the
architect's cost consultant covers all the costs to be included in the base bid. Staff and the
architects are cautiously optimistic that due to current market conditions, the bids will come in
below the cost estimates. If this occurs, funds will be available for add alternates in the
following order:
1. Pageant Park access improvements
2. Landscape improvements (additional stone pavers and benches)
3. Specialty light fixture for color capability
4. 20 kw additional photovoltaic array (some already included in base bid)
5. 20 kw additional photovoltaic array
If the Town Council/Redevelopment Agency approves this project, it will be advertised for bid,
and a construction contract will be presented to the Town Council on June 7, 2010 for award of a
contract, with the actual construction to start by July 2010.
CONCLUSION:
Staff recommends that the Town Council/Redevelopment Agency adopt a Resolution approving
plans and specifications for the new Los Gatos Library Project and authorize staff to advertise
the project for bids.
ENVIRONMENTAL ASSESSMENT:
An EIR has been prepared and approved for this project.
FISCAL IMPACT:
The construction cost estimate for the new Los Gatos Library project is $14,500,000. Sufficient
funds are available to advertise for this project is available as demonstrated in the table below:

RESOLUTION OF THE TOWN COUNCIL/REDEVELOPMENT AGENCY
OF THE TOWN OF LOS GATOS
APPROVING THE PLANS AND SPECIFICATIONS FOR
PPW JOB NO. 09-06 -LOS GATOS LIBRARY PROJECT
AND AUTHORIZING STAFF TO ADVERTISE THE PROJECT FOR BIDS
WHEREAS, plans and specifications for the Los Gatos Library Project have been
prepared by the Town Engineer and duly filed with the Clerk Administrator/Secretary of the
Redevelopment Agency; and
WHEREAS, the Town Council/Redevelopment Agency of the Town of Los Gatos has
reviewed said plans and specifications.
NOW, THEREFORE, BE IT RESOLVED that the Town Council/Redevelopment
Agency hereby approves the plans and specifications for the Los Gatos Library Project.
BE IT FURTHER RESOLVED that the Clerk Administrator/Secretary of the
Redevelopment Agency is hereby authorized and directed to advertise the Los Gatos Library
.Project for bids in the manner prescribed by the Town Municipal Code.
BE IT FURTHER RESOLVED that only the contractors that have been pre-qualified
are eligible to bid on the project and all other contractors are considered ineligible to bid on this
project.
