and transportation planning services to the Roads and Airports Division. The two major tasks .included
preparation of an Expressway Planning Vision Report and development of a new design standard for
existing narrow streets in urban pocket areas. We also conducted research on the planning status for
all major streets in the urban pocket areas. The Expressway Planning. Vision study involved
assembling an extensive array of previously published information to identify potential 'improvements
to all eight expressways in Santa Clara County. The purpose of the study was to provide background
for a comprehensive study of the entire expressway system addressing operations, problem accident
locations, high occupancy vehicle lanes, bicycle and pedestrian issues, landscaping, .pavement
management, system expansion, etc. The report includes GiS-based graphics and a lengthy table
listing improvements, the source planning documents, and the current status.
The new design standard for existing narrow streets was .based on recent standards established in
other communities and a desire to minimize impacts to adjacent residences. The new 40-foot right-
of-way standard will accommodate pedestrian and bicycle travel, while helping to slow vehicular
traffic in neighborhoods. We also contacted all of the cities and towns in the. County to obtain their
standard cross-sections for collector and local streets, as well as the planned improvements to major
roadways in :the urban pocket areas.

CHAPTER 4 -DESCRIPTION OF SERVICES
This chapter .presents more extensive descriptions of the types of services that we provide that could
provide to the Town of Los Gatos.
TRAFFIC SIGNAL DESIGN
Our San Jose office has one full-time (Frank Aochi) and one. part-time (Kristiann Choy) traffic signal
designer and afull-time AutoCAD technician (Mona Sondossi). These staff members have prepared
signal plans for many cities throughout Northern California. We have also prepared plans that meet
Caltrans specifications, include signal preemption, bicycle detection, and pedestrian considerations
(including ADA requirements). Frank has been providing on-call traffic signal design services to the
City of San Jose and Gilroy for the past four years. Our traffic signal design experience includes
signal installations and modifications, and signing and striping plans for the following ocations in and
near Los Gatos:
• Los Gatos Gateway Signal Modification Dobern Avenue and Jackson Avenue
• Saratoga-.Sunnyvale Avenue and Seagull Way • Bascom .Avenue and Moorpark Avenue
• Saratoga Avenue and State Route 9 Bohiman Road Signing and Striping
• Saratoga-Los Gatos Boulevard and Oak Street Modification
TRANSPORTATION .IMPACT .ANALYSIS
The transportation. professionals at Fehr & Peers Associates have analyzed. the traffic impacts of
proposed developments:, including office, residential, commercial, educational, medical, retail and
other land uses. Our staff applies the latest analysis tools and software to develop reliable
assessments of traffic impacts. We recommend ,practical, manageable solutions and innovative
mitigation plans.
We are very familiar with the requirements of the Town of Los Gatos and the Santa Clara Valley
Transportation Authority (VTA). Since we know how to conduct these studies in detail, we are fully
capable of reviewing them. A few examples of TIAs that our San Jose staff has prepared are:
• Los Gatos Gateway Project San Jose State University Master Plan
• Saratoga Library Expansion 3Com Expansion
• Los Gatos School Studies NASA Reuse Project

'NEIGHBORHOOD TRAFFIC MANAGEMENT/TRAFFIC CALMING
Our neighborhood traffic management and traffic calming studies begin with collecting volume and
speed data and convening neighborhood meetings to understand resident issues and concerns, We
recommend traffic calming measures that meet the .specific needs of the neighborhood and refine the
plan though subsequent community workshops. Conceptual designs of tthe recommended measures
are prepared. to .illustrate how they fit 'into the streetscape and to prepare cost estimates. We use
AutoTurn to evaluate how trucks and emergency vehicles maneuver around the devices. Please visit
our website at www.trafficcalming,org to see examples of traffic calming measures.
We have conducted the #ollowing traffic calming studies:
• Spartan/Keyes Traffic Calming Plan
• Eden Avenue Traffic Calming Study
• Vendome Neighborhood Traffic Calming
• East'Palo Alto Commuter'Mitigation
• 488 S. Almaden Neighborhood Traffic

PARKING STUDIES
The purpose of a parking study is to determine
.the number of spaces that are needed to
accommodate the parking demand.
Recommending a number that is too low results ~ E
in a parking shortage :and .potential overflow -
parking into nearby residential neighborhoods or ~ '
adjacent developments. Recommending a
number that is too high can result in parking
facilities that are oversized and costly to
construct.
Weekday Hourly P~bng astrlb~,u«,
Tama
An important concept that is used to determine the .appropriate supply is shared parking. Shared
parking looks at the .different parking characteristics of various land uses in a mixed-use development
(especially the timing difference of when the peak demand occurs) to determine the overall combined
peak demand, as opposed to the just the sum of the peak demands of the individual uses, We use
this concept in helping cities determine the parking needs or their largest mixed-use developments -
the downtowns.

TRAVEL DEMAND .FORECASTING
'Fehr & Peers Associates .has developed citywide
models that range from Traffix models to a full
four-step #ravel demand-forecasting models. The
type of model depends on the proposed use of
the projections and the financial resources the
city wishes to devote to the modeling effort. We
can work with City staff to .identify the best and
most efficient model for their needs, if so desired.

The citywide traffic model that we developed for Vacaville is linked to the MTC regional model to
ensure consistency with regional estimates of external travel We developed asub-area model of the
VTA's Santa Clara County model to develop traffic projections in the .Sand Hill Road Corridor. We
have also developed models to update Capital Improvement Programs and to develop traffic 'impact

Our modeling capabilities include the following software MINUTP, 'EMMEL2, TRANPLAN, TransCAD,

TRANSPORTATION FACILITY AND OPERATIONS .ANALYSIS
Fehr & Peers .Associates evaluates traffic operations of all types of roadway facilities: single, isolated
intersections, coordinated systems of intersections on arteriaf and expressways., 'High Occupancy
Vehicle (HOV) lanes, and complex systems of freeway interchanges. We also evaluate transit
operations and the effect of bus and light rail on intersection operations. Measures that increase
capacity, improve circulation, increase safety, reduce air pollufion and conserve fuel are '.identified as
a result of our analyses. We .use a variety of tools from .intersection level of service software
(TRAFFIX, HCS, HCS Cinema, Signal 94, GAPSSI, V/C) to microsimulation techniques such as
CORSIM and ViSSIM. We also use a ,program called aaSIDRA to evaluate the operations of
roundabouts.
