RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
COMIVIENDING
KATHRYN MORGAN FOR HER SERVICE TO THE TOWN AS A MEMBER
OF THE PLANNING COMMISSION
WHEREAS, Kathryn Morgan was appointed to the Planning Commission and has
faithfully served from January 12, 19.83 through January 27, 2000 as a Commissioner, which has
brought distinction to :herself and credit to the Planning Commission; and
WHEREAS, Kathy served as both Vice Chair and Chair of the Planning Commission,
and could always be counted on to find the most insightful, pertinent and clearest findings and
conditions for the most complex of projects; and
WHEREAS, she has given her time unsparingly and lent her considerable intellect,
patience and clarity of thought and knowledge of English literature to inject appropriate literary
.references into .the Commission's deliberations to add insight and a wider perspective on issues
to advance the planning process within the Town; and
WHEREAS, during her tenure, Kathy served on the Hillside Committee, Conceptual
Development Advisory Committee and Historic Preservation Committee, as well as liaison to
Community Services Commission; and
WHEREAS, between 1989 and 1991, Kathy volunteered her time to assist in the
conduction of the historic resources survey of Los Gatos. The Historic Resource Inventory
documents over 1,000 buildings built prior to 1941; and
WHEREAS,. during her tenure, Kathy assisted the Planning Commission in major
studies and projects including the General Plan, Housing Element, Route 85, Traffic Policy
Revisions, .Floor Area Ratio in Residential Zones, Design Standards for the Downtown Historic
District, Second Story Additions, Mobile Home Parlc Conversion, Grading Regulations, Tree
Protection Regulations, .Secondary Units, Residential Mobile Home .Zone, Blossom Hill Open
'Space Study, Noise Ordinance, Los Gatos Boulevard Charrette/Plan and Design Guidelines, and
Downtown Streetscape
Major applications included West Valley Open Doors, Downtown Parl~ing Lots and
Structures, Vasona Heights, Old Town Renovation, Calvary Church Expansion and Master Plan,
Toll House Hotel Expansion, Kennedy Meadows Planned Development; Summerhll
Development on Blossom Hill Road, Larlc Avenue, The :Dome, 71 Miles and Cornerstone
Shopping Center; and
WHEREAS, Kathy exhibited considerable compassion and devotion to preserve and
honor the Town's heritage, her passion for Victorian architecture and her understanding of the
historical significance and continuity to the community of a tune long ago, have impacted and
.advanced the quality of life in the Town; and
WHEREAS, Kathy was a tireless protector of the environment and natural beauty of Los
Gatos, seeking to preserve priceless viewsheds of the hillsides and open space. That she was
successful in these .endeavors is evidenced by her .leadership in maintaining open space in the
Novitiate property and on St. Joseph' Hill, precluding development in these areas; and,
WHEREAS, in all of the above endeavors, Kathy has shown an eagerness to learn, a
willingness to accept new ideas while acting as a mentor to numerous :new commissioners and
never losing sight of w11at was important to protect community character and values.
NOW, THEREFORE, THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
does hereby render, with special appreciation, commendation and thanks to Kathy Morgan. In
our hearts she will always be Commissioner Morgan.
PASSED AND .ADOPTED at a regular meeting of the Town Council of the Town of
Los Gatos, California held on the 22"d day of February, 2000 by the following vote:
